What is Gender Budget?
  • The most important policy tool of government,
  • Ensures the needs and interests of individuals
    from different social groups,
  • Brings gender awareness into policies and
    agencies budgets,
  • Combines technical knowledge for equitable
    policymaking, advocacy, and organizing,
  • Recognizes the ways in which women contribute to
    the society and economy.

Benefits of GB
  • Efficiency focus on those in need,
  • Monitoring of government performance,
  • Transparency, accountability, reduced corruption,
  • Cooperation with civil society, NGOs, national
    and international gender commitments,
  • Information to challenge discrimination and
    propose new and different policies.

Gdansk Gender Budget Initiative
  • Outgrowth of NEWW activities centred on women,
  • Outcome of Women and Economy Gender Policy
    Conference, 2003,
  • and Gender Budgeting Initiative in CEE/NIS
    Region Meeting in Sopot, April 2004,
  • Need of substantial research on the local level,
  • Lack of information on tools and methods on
    influencing governments policies,
  • No gender-segregated data and gender sensible
    strategy, plans and projects in the region.

Goals of GGBI
  • GB research and analysis in one of the areas
    domestic violence, unemployment and labour
    market, health or education,
  • The comparative study within CEE/NIS and EU,
  • The best practice to follow in Poland and Region,
  • Monitoring tools, methodology, mechanisms to
    develop the recommendations for government and
    advocacy like the promotion campaign,
  • Involvement of various groups of interests like
    public institutions, government, NGOs, civil
    society, in women issues.

GGBI
  • Compares various researches and makes adaptation
    of the methodologies to the local needs
  • Carries out the local analysis in Gdansk and
    Pomeranian Region as a pilot area of the Project,
    for further duplication and implementation
  • Provides advocacy activities, based on the
    findings and recommendations resulting from the
    analysis, to disseminate tools and models of
    Gender Budgeting for further implementations in
    CEE/NIS.

  • Networking in the local area for GB purpose
  • Adjusting methodology-best practices from CEE/EU
  • Establishing an international cooperation for
    consultation and comparative study
  • Contacting City Hall, authorities, institutions
  • Preliminary expertise in four sectors - gender
    segregated data
  • Gender Budget Analysis in chosen area
  • Advocacy, seminar, lobbying of new solutions,
  • Evaluation, info. dissemination, database.

Target Groups
  • Women and womens NGOs from CEE/NIS region by
    providing GGB researches, summing up tools ready
    for implementation, methods and mechanisms,
    information and its dissemination, as well as
    the conclusions, the whole region can gain
  • Local government key areas of concern, new
    ideas and programmes, gender sensitive budget.

Expected Results
  • Concrete analysis and report on regional
    situation concerning expenditures and incomes of
    the town, with the gender division,
  • Picture of sensitiveness of the fulfillment of
    women needs by local government,
  • Solutions for the existing problems, advisements
    (procedures, programmes, ev. legislation),
  • Database and spreading the initiative through the
    country and region as a good practice,
  • Continuation in other spheres and continuous
    improvements - as the long term project.
