Title: Environmental Information eXchange Network

1
Why Spend Resources Submitting Environmental Data
when it May be Queried from your State System
Using Exchange Network Technology?  ECOS Data
Management Work Group September 2005
2
Data Discovery
  • Ability to Discover what Nodes (States points for
data sharing) are available on the Exchange
    Network
  • Ability to see what data is available on the
    Exchange Network
  • E.g., Hazardous waste manifest, national
    emissions inventory, water monitoring results
  • Ability to query these Nodes and Data sources for
    specific information needs
  • Monitoring results in a watershed in a
    neighboring state

3
Data Discovery The Vision
  • Create a mechanism by which all State and EPA
information can be discovered, queried and
presented within a single user interface. An
    interface that uses a synchronizing
conversational style rather than massive data
    dumps.
  • States maintain freedom to control ownership and
access rights to their published data.
  • Assist all States in leveraging their existing
    infrastructure by sharing technologies and
    utilities between Exchange Network partners.
  • Provide a rich variety of data available to
researchers, modelers and auditors, and public
(as applicable), without increasing the burden on
    staff.
  • Develop a tool that helps fulfill reporting
requirements and needs (i.e.. EPA, FOIA, Health
    Tracking).

4
Data Discovery Ease of Use
  • A simple registration process to access and
    participate (security!)
  • Machine-to-Machine (node-to-node) communication
  • Uses Existing Exchange Network Technology (so you
dont need to build anything more yourself)
  • Doesnt require an understanding of IT to use.

5
Data Discovery Pilot
  • The Pilot for Data Discovery on the Exchange
Network is currently in development concept
    driven by States
  • Developer is Glen Carr, Oregon Department of
    Environmental Quality
  • Technical input and design is now being gathered
    from Exchange Network technical workgroups
    comprised of States and EPA

6
Select Node(State) and Data Type
NODE
Data Type
7
Select the Web Method Identify what part of
that data you want to view
Get Measurement/Results Data From Oregon DEQ Node
8
Identify Query Parameters for that Request..
Sampling Results from 1/1/05 or later?
Sampling at a Particular Station?
Looking for a particular contaminant??
9
Results of Query Brought Back
10
Example 2 Same Interface Select Node and Data
Type
Node WA Dept of Ecology Node
Data Type Hazardous Waste Shipments
11
Select the Web Method Identify what part of
that data you want to view
Show me the Hazardous Waste Shippers in WA
12
Get Results of Hazardous Waste Generators/Shippers
from WA

What does this mean to States..
  • Changing the paradigm for discovering and sharing
    environmental data
  • Make information available for discovery
  • Access to large quantity of environmental data
  • Sharing with other partners in your state, other
    states, EPA.
  • Easy access just a click away
  • Data is freshened as partners want not 2 years
    old!

States spend countless hours looking for data
from other sources or compiling their data into
a format that can be receive by another party.
14
What does this mean to States.
  • If states publish their data on the Node, it
might change the paradigm for having to feed some
national systems in the future or at least less
    care and feeding
  • More information can be available
  • More timely data available (almost real time)
  • Partners can access the data you allow but the
machines do the work, not staff

Publishing on the Exchange Network is not
publishing data on your website, its doing a web
service to put and store the data in XML on the
Node a secure environment on the Internet!
Nodes are already configured for publishing
capabilities!
