  • In 2005, Texas legislature enacted Senate Bill 6
    (SB6), which called for the development of a
    comprehensive medical services delivery model for
    children in foster care to provide uniform care
    to foster care children through a single managed
    care entity
  • SB6 also mandated the development of an
    electronic health information systemthe Health
    Passport
  • The Health and Human Services Commission (HHSC)
    contracted with Superior HealthPlan Network as
    the managed care organization for the STAR
    Health program
  • Superior contracted with Cerner for development
    of the Passport
  • The Passport became operational on April 1, 2008

  • Demographics Displays personal contact
    information of the childs physicians and other
    individuals involved in the childs care
  • Visit History Displays claim-based record of
    each visit to a health care provider with date of
    service, diagnosis, and procedure(s) performed
  • Medications Displays claims-based record on all
    prescriptions filled
  • Immunizations Displays a comprehensive list of a
    childs immunizations
  • Lab Results Displays results of lab tests
    performed, if available
  • Electronic Documentation Providers can document
    Texas Health Steps, dental, and behavioral
    assessments within the Passport
  • Vital Signs Providers can record vital signs at
    the point of care
  • Allergies Providers can record allergies at the
    point of care Passport checks the allergy for
    medication interactions

Health Passport Interoperability Mission
  • HHSCs mission for this procurement is to develop
    and implement a health information exchange
    process that
  • exchanges clinical data between the Foster Care
    Health Passport and network providers electronic
    medical record (EMR) systems,
  • improves access to health information, and
  • increases the quality and reliability of care
    provided to STAR Health members.

Health Passport InteroperabilityScope of Work
  • Development Phase all activities that take place
    between the time of contract award and the
    operational start date(s).
  • Operational Phase implementation of the data
    exchange system
  • Operations Phase One (data exchange process from
    providers EMR systems to the Passport)
  • will target network hospitals with EMR systems,
    and Primary Care Providers with EMR systems
    certified by the Certification Commission for
    Healthcare Information Technology (CCHIT) as
    ambulatory EMRs
  • Operations Phase Two (data exchange process from
    providers EMR systems to the Passport)
  • will target PCPs with EMRs that are not
    CCHIT-certified and other network providers
    (e.g., behavioral health and specialists)
  • Operations Phase 3 (data exchange process from
    the Passport to providers EMR systems)
  • Turnover Phase all activities that the vendor
    must complete prior to transitioning the system
    to HHSC or a subsequent vendor

  • Demonstrate that the vendor can receive EMR
    system data in the format identified in the
    project work plan
  • Demonstrate that the vendor has coordinated with
    HHSC, the STAR Health MCO, the Passport vendor,
    and other stakeholders to obtain relevant data
    files, formats, and other information necessary
    for data exchange operations
  • Demonstrate compliance with the test plan
    included in the project work plan
  • Address and correct issues identified during
    readiness review prior to launching each
    operational phase
  • System must perform secure transmission of
    protected health information using secure file
    transfer protocols or other methods of secure
    data transmission
  • Demonstrate compliance with HIPAA privacy and
    security regulations

  • Work plan
  • Technical plan
  • Bi-monthly progress reports to monitor and track
    contractor performance
