Implementation Strategy

• Nov. 03 civil agencies reviewed and revised
  interagency draft implementation plan
• Dec. 03 USGS, NASA, and NOAA Executives gave the
  OK to begin policy implementation
• Plan calls for a shared-execution governance
  model
• Establishes a lead civil agency (USGS)
• Establishes interagency groups to govern
  implementation at policy (SSC) and operational
  levels (IWG)
• Establishes coordinated civil requirements and
  procurement process
• Leverages several civil agencies to share
  execution responsibilities (USGS, NOAA, USDA, and
  also FGDC)
• Leverages existing civil and NGA infrastructure
• Implementation Working Group (IWG) kickoff Jan.
