Background Canada Student Loans Program
  • Canada Student Loans Program (CSLP)
  • Created in 1964 to make post-secondary education
    accessible to individuals demonstrating financial
    need.
  • The program has provided more than 18 billion
    loans to over 4 million students.
  • In 2000-2001 CSLP served 343,588 full-time
    students, 2946 part-time students and
    approximately 178,000 new borrowers-in-repayment.
  • Delivery of the program is a partnership between
    the federal and provincial governments
  • Students receive federal and provincial aid in
    nine provinces and the Yukon Territory
  • Québec, North West Territory, and Nunavut
    Territory have opted out of the program and
    receive alternative payments.

    delivery model.
  • This means that above providing financial
    assistance to students attending post-secondary
    institutions, we are working to
  • Promote awareness of the importance of
    post-secondary education and the need to plan for
    it.
  • Provide a doorway to high quality, national
    educational information.
  • Provide financial planning and budgeting
    services.

    accessibility
  • CSLP is committed to making student loans
    accessible to students who have a demonstrated
    financial need by
  • Making the trains run on time.
  • Having policies, a service delivery
    infrastructure, and information resources that
    maximize the accessibility to post secondary
    education.
  • Working with provinces to explore ways to renew
    student assistance.

  • 2) Making the loan experience a positive one
  • CSLP is committed to enhancing the loan
    experience for students through
  • Improved Student Contact
  • Maintaining high levels of contact with student
    borrowers to ensure that they are aware of all
    the services and products available to assist
    them throughout the loan lifecycle.
  • Banks and Service Providers, (Edulinx, BDP), have
    financial incentives/disincentives to encourage
    better management of the student loans portfolio.
  • Student borrowers will be surveyed to measure
    their satisfaction with services offered by the
    Service Providers.

  • Integration of federal and provincial student
    loans
  • Borrowers will only have one point of contact for
    information on their student loan.
  • Borrowers will only have to make loan payments in
    one place.
  • Streamline the administrative needs of the
    federal and provincial/territorial loan programs.
  • Integration agreements have been signed with the
    provinces of Saskatchewan and Ontario.

  • 3) Support accessible, informed decision making
  • CSLP clients are expert consumers of online
    information and expect services to be made
    available via online channels.
  • The vision for CSLP under the Government Online
    Initiative involves client-centric, end-to-end
    delivery of student financial assistance within a
    network of integrated delivery channels.
  • Interactive information and planning tools are
    being designed to support informed decisions in
    the selection and financing of learning for
    CSLPs existing and potential clients.

  • 4) Ensuring performance, integrity, and
    accountability
  • Surveying student borrowers to ensure
    satisfaction with the program.
  • Completing program effectiveness reviews.
  • Aggressive management of loan default rates in
    partnership with provinces, territories, and
    service providers.
  • Ongoing compliance audits.
  • Developing a robust reporting regime.
  • Recruiting and retaining personnel.

Canada Study Grants
  • Canada Study Grants
  • CSGs do not have to be repaid (unlike student
    loans).
  • CSGs aim to help students meet their financial
    need, but without increasing their debt burden.
  • Canada Study Grants (CSG) financially assist
  • -post-secondary students with permanent
    disabilities,
  • -high-need part-time students,
  • -women in certain doctoral studies,
  • -student loan recipients with dependants.
