Issue Equal Opportunities
  • Construction trades and skills are
    predominantly male dominated. The non-integration
    of women in skilled trades serves to maintain
    skill shortages and reinforce the gender gap in
    earnings.
  • NI figures clearly indicate the lack of female
    participation in trade occupations, and their
    earnings differentials.

HELIOS DP
  • Helios Development Partnership (DP) will promote
    efforts to overcome barriers to womens equal
    participation in such gender-segregated jobs.
  • We intend this project to work towards enhancing
    and modifying the approach taken to attracting
    women onto training programmes for
    non-traditional trades.
  • We envisage that the programme could have the
    potential to influence policy and add value to
    existing practices regarding apprenticeship/traine
    eship policy and work placements.

DP Objectives
  • Equal Opportunities Empowerment are core to
    ethos, principles and practice of all members of
    the Project
  • Review, and develop enhanced appreciation of,
    policies and practice
  • Review, and develop enhanced awareness of,
    barriers
  • Provide an innovative supported training
    programme for women considering further training
    and eventual employment in construction trades
  • Provide a gender specific Equal Opportunities
    awareness programme for tutors

DP Objectives
  • Develop practical lessons of what works (or
    doesnt) and disseminate learning
  • Develop and propose policy and practice
    improvements
  • Work with DEL and other related organisations to
    review, and add value to, any Government policies
    regarding modern apprenticeship/ traineeship
    requirements and frameworks
  • Seek to establish more effective pathways to
    reduce existing barriers experienced by women
    attempting entry to non-traditional trades.

ACTION 1
  • During Action 1 Helios will be developed as an
    inclusive, open and transparent Equal
    Opportunities DP, undertaking actions such as
  • develop strategic/ delivery plans
  • research local labour market consult and involve
    potential beneficiaries in planning and design
  • prepare to recruit beneficiaries
  • undertake Equality Training through the Equality
    Commission
  • devise Equal Opportunities policy/strategy and an
    EO attitudinal survey for trainers
  • identify meet Transnational partners to develop
    a Transnational Co-operation Agreement.

  • Training
  • Enrolling 24 women, aged 18, in training
  • Year 1 comprising 3 x 12 week construction trade
    samplers
  • In Year 2 participants concentrate for 36 weeks
    on a chosen trade specialism.
  • Support Guidance
  • Training needs assessment of all
    participant/trainers
  • Continual support for participants while on the
    programme
  • Benefits advice for participants
  • Careers guidance for participants
  • Guidance on self-employment.

  • Face-to-Face Forum
  • 4 meetings per year monitoring progress to shape
    future actions
  • Raise confidence and abilities of participants
  • Develop Action 3 activities dissemination/mainst
    reaming of lessons learned from training
    programme.
  • Awareness Training for Trainers
  • Attitudinal survey applied to trainers at
    beginning and end of project
  • Targeted training for tutors on issues of
    equality,
  • discrimination and gender.

  • Digital Diary Room
  • Allowing both participants and tutors to express
    their views on process and the training
    experience
  • Production of 3 DVDs to highlight the issues that
    impede womens entry into training for, and
    employment in, construction trades.
  • Helios comprises a number of organisations that
    have wide experience of supporting individuals
    and groups. There are two target groups that will
    be supported women participants and NWIFHE
    tutors who are all men with a background in the
    construction industry.

Action 3
  • Research and develop a focused Learning Report
  • Disseminate results and use as a lobbying tool to
    effect policy change where appropriate
  • Meet with decision-makers and key influencers
    regarding findings and implications
  • Complete evaluation of Action 3
  • Development of a final DVD to raise awareness of
    issues affecting women entering training for
    non-traditional trades.
