1
Welcome!
  • James Markstrom - KB9MMA

2
Digital Technology and its ARES/RACES
Applications - Active in Disaster
  • Wisconsin ARES/RACES Workshop
  • Jim Markstrom, KB9MMA
  • EC Racine County

3
  • The Winlink system is being utilized on a local
and larger scale. Some ways to do this are
  • Winlink Liaison(s)
  • Digital Net Control -DNCS
  • Winlink Net
  • Airmail to Airmail Hotline

4
Why use this tool?
  • Using e-mail is universal.
  • Minimum training required.
  • Large amounts of data/information may be
    exchanged, accurately
  • Detailed damage or status reports.
  • Detailed work assignments shift changes.
  • Lists of equipment and supplies needed.
  • Graphic or text-based Medical information.
  • Anything else that may be handled routinely by
    e-mail.
  • Every transfer is a permanently stored record.
  • Data/information is secure from casual monitoring.

5
When do you use this tool?
  • Use this in emergencies!
  • When you have to send a message more than 25 plus
    words long.
  • When the other end has the capability of winlink
    or email.
  • Everyday use
  • Utilize it for ARES communications!
  • Utilize it for updating your team!
  • Utilize it with with attachments, pictures,
Qforms, and anything else a served agency can
    throw at you!

6
Winlink liaison
  • Winlink Liaison -transitions messages and
    check-ins to/from a net using winlink
  • The job situation doesn't really deviate from
other liaison duties ,it is just like on voice
    nets
  • In fact, you may find being a digital liaison is
    extremely easy!
  • How Do I Integrate it?
  • Review your net script
  • Assign a liaison at the start of the net
  • Go to that liaison in the net script

7
Example Net-script Integration
The Racine ARES net is established to provide
emergency communications during disaster,
significant events, and severe weather, before
the net has started choose a back-up, and Winlink
liaison. Net-Preamble This is your callsign,
net control for the Racine County ARES net. A
directed net is now called. All communications
will be carried out at the direction of the net
control. Your backup net control is BNC
callsign. The Winlink Liaison is
Callsign_at_winlink.org, you may utilize Winlink
protocols to check into the net.
Winlink Liaison Winlink liaison please come with
your check-ins.
Note This allows people to check in to your net
and help out. This is a way for ECs to increase
ARES Participation in nets. This tool does allow
people traveling or away from voice coverage to
participate and support your needs.

Winlink Net Control Duties
  • The DNCS must call up the net at the right time
and announce the purpose and procedures which
    apply. IE Follow the WIWinlink_netscript.
  • Keep order - This does not mean you are the
    frequency king, be courteous!
  • Handle all formal traffic first.
  • Get calls right and dont forget to acknowledge
    their check in.
  • Be friendly, and fun!
  • You are a facilitator, not usually the content
    provider.
  • Be a meeting organizer
  • Send status update every half hour to the net
    stations.
  • If you have traffic, dont hesitate to send it,
sending it properly to set an example.
  • Seek assistance from stations who check in. IE
    ask people to do things!
  • Thank stations for checking in, any liaison
    duties, etc.

Winlink Nets
  • Winlink is a system, and it does evolve.
  • Because this is not a mode or a single frequency
the Winlink DNCS is your focal point for this
    system in a net.
  • Winlink nets are 100 email based, usually.
  • They are extremely helpful in getting information
    thru.
  • Also it is good practice to participate in these
nets to get the feel and procedure down.
  • It is good to have reliable stations and
operators be DNCS. They are you go to people.
  • Be patient when participating in a net, there is
a slight delay in message transfer.
  • They work 100 of the time especially over long
    distances

11
The Key to Good Winlink Nets.
  • A strong DNCS
  • A strong backup DNCS
  • Good NTS, and Voice Liaison's
  • A strong net procedure and script
  • All of the above be flexible.
  • CC kb9mmc-5_at_winlink.org by default for
    everything!
  • One is has been already in use for a year.
  • State Winlink Net script

  • EOC to Voice Net control
  • EOC to EC
  • EC to District AEC
  • EC to SEC, ASEC
  • RED CROSS information, to regional HQ.
  • EC requesting help, and juggling schedules.

ARES APRS technology
  • Its uses in Great Midwest Relay, Racine and Lake
    county Triathlons

20
The Great Midwest Relay (GMR)
  • Tracking status of resources (Patients -runners)
    using APRS technology!

21
APRS networks.
  • APRS Networks can be setup at a moments notice
    No other infrastructure needed.
  • Examples were setup on separate packet channels
    from other infrastructure.
  • Provide instant information to a disaster
  • Like EMAIL, everyone understands GPS and Icons!

23
Utilizing WX overlay with UI-VIEW
  • This is an example of NWS Radar imaging
underlayed with zoomable street level detail and
    APRS information!
  • It can even send Severe WX warnings on digital
    local LAN frequency..

24
APRS instant messaging!
  • Good tactical real time tactical tool.
  • Works with APRSLINK! (rudimentary winlink gateway
    tool)
  • Converse with DNCS / or other stations without
    tying up voice.
  • Has 100 error correction and ack of receipt.

25
And Now..Merge the Techs! The Voice and digital
technologies and methods for hams.
  • Remote net controls
  • Combine Winlink with remote Voice net control
  • APRS RF / IGATE
  • Fixed and Portable/Digipeaters
  • Digital net liaison / control
  • APRS instant messaging.
  • 15 voice field locations
  • Dynamic allocation of communication, and digital
    tracking!
