HBCU/MI Program Background
  • Pilot Program for Innovative Science Technology
    (IST) Research at Historically Black Colleges
    and Universities and Minority Institutions
    (HBCU/MIs)
  • Assist HBCU/MIs to eventually Compete for awards
    MDA mainstream university research programs
  • DFARS 226-7000 implements HBCU and MI provisions
    of 10 U.S.C. 2323 sets DoD fiscal goals of 5
    awards to small disadvantaged business concerns
    and HBCUs MIs
  • A separate goal (subset of 5 goal) for
    HBCUs/MIs participation in IST Programs
  • DFARS 226-7002 requires the DoD to use outreach
    efforts, such as HBCU/MI set-asides, to meet its
    contract and subcontract goal for HBCUs/MIs
  • Joint Endeavor between MDAs Office of Small
    Business Programs(OSBP) and the Advanced
    Technology (DV) Deputate
  • Managed by MDA/ OSBP (Mr. Lee Rosenberg,
    Director/ Pravat Choudhury, PM)
  • Technical Management by MDA/DV (Mr. Paul Koskey)
  • Contracts awarded through MDA/CTV
  • Award 300K Or Less For Two Years
  • Firm-Fixed-Price (FFP) or Cost-Plus-Fixed-Fee
    (CPFF) level-of-effort type contracts
  • Not to exceed 150,000/yr per contract
  • PoP ranges from 12-24 months per award

HBCU/MI Purpose
  • MDA has instituted the HBCU/MI Program to sponsor
    relevant MDA research at qualified accredited
    HBCU/MIs as well as to support training of future
    scientists and engineers in the field of missile
    defense
  • Promotes participation by and prepares HBCU/MIs
    for mainstream research programs within MDA/DV
    (MSTAR, AS BAA, etc)
  • Provides Incentive for HBCU/MI scientists,
    researchers, students to actively become
    involved in basic research and encourages
    participation in science and technology
  • IAW Section 832 of P.L. 101-510, the HBCU/MI
    Program increases and improves the participation
    of these colleges and institutions within MDA
    Innovative Science Technology Programs
  • The goal of this effort is to attract researchers
    at HBCU/MIs toward technical endeavors that will
    improve their competitiveness in winning regular
    support from the main MDA/DV research program
  • Findings/results from these research projects
    will be used in MDA Technologies that will yield
    improved capabilities across the selected range
    of the Ballistic Missile Defense System and
    Innovative Science and Technology Objectives
