Purpose of Monitoring
  • Compliance with NCLB
  • Program Improvement

Process and Procedures
  • All LEAs will complete the Comprehensive
    Monitoring Instrument, send the original to their
    NCLB consultant, and keep a copy on file.
  • On-site monitoring of starred items by an NCLB
    Consultant not assigned to the LEA that is
    selected by the regional NCLB consultant
  • Involve all locally appointed NCLB Project
    Directors
  • Field Service Consultants will complete
    monitoring review, including random visits to
    participating private schools as well as both
    Title I schoolwides and targeted assistance
    programs.
  • All LEA Project Directors and the Director of
    Schools will sign report.
  • LEA will have two weeks to resolve minor issues
    of noncompliance.

  • Serious issues of noncompliance will require a
    Compliance Action Plan Agreement signed by the
    Director of Schools and the program directors
    responsible for the program with the compliance
    issue. The Monitoring Team Leader must approve
    this agreement.

    2007.

  • Executive Director of Federal Programs will
    communicate, in writing, results of local
    monitoring. The status of the Comprehensive
    Monitoring for each district can be found at
    http//www.tennessee.gov/education/nclb/conapp.
  • On-site monitoring will revert to comprehensive
    (total monitoring instrument) if any of the
    following conditions exist
  • - LEA is in corrective action
  • - An official complaint has been filed with the
    State against the LEA or,
  • - A request has been made by the Executive
    Director of Federal Programs.

  • 10. High Priority LEAs have budgeted and
    expended 10 of their Title I allocation on
    professional development that targets areas in
    which the LEA has not met AYP. If the entire 10
    has not been expended, the LEA has carried over
    to the next fiscal year the amount remaining and
    budgeted it to meet the professional development
    requirement.

  • 1. Each Title I school has a plan in place that
    contains the required components.
  • 2. The LEA has a process in place to regularly
    review both LEA and school plans and for
    including parent input.

  • 4. The LEA meets the requirements of Section 1119
    of No Child Left Behind (NCLB) as it addresses
    the requirements for highly-qualified teachers
    and paraprofessionals. This includes ensuring
    that newly hired teachers and paraprofessionals
    meet the requirements of highly-qualified before
    they are hired.
  • 8. The LEA engages in timely and meaningful
    consultation with personnel from participating
    private schools regarding students eligible to
    receive Title I services prior to LEA development
    and implementation of the Title I program
    consistent with Section 1120(b) of NCLB.
  • 9. The LEA evaluates the academic progress of the
    private school students participating in the
    program and modifies the program as needed.

    services reside in a participating school
    attendance area and meet the multiple academic
    criteria established by the LEA in consultation

    programs under Title IX in which the LEA opts to
    participate.
  • 2. LEA consultation with private schools
    officials during the design, development, and
    implementation of these programs is timely and
    meaningful, including such information as
    services to be offered, how the students needs
    will be identified, etc. This includes
    discretionary grants.
  • 3. Expenditures are equal, taking into account
    the number and educational needs of the students
    to be served, to the expenditures for
    participating public school children.
