  • 700 Counties Completed in GFY 2006
  • Goal was 700
  • Harris is obtaining source material this year for
    balance of nation and a small number of second
    cycle
  • Harris will deliver last initial enhancement
    counties by April 1, 2008.
  • Expect to receive over 700 counties this Fiscal
    Year based on recently passed budget
  • Will exceed original goal of 690 counties

  • Response rate currently over 71

  • Will be coordinated with LUCA

The 2010 Census Local Update of Census Addresses
(LUCA) Program has already begun!
  • Each highest elected official nationwideincluding
    governors--has been mailed an Advance
    Notification package with information about the
    2010 Local Update of Census Addresses (LUCA)
    Program, with formal invitations to come in July,
    2007

LUCA Program
  • Result of Address List Improvement Act of 1994
    (P.L. 103-430)
  • Permits tribal, state, and local governments to
    review and improve the census address list
  • Maintains confidentiality of census address list
    under Title 13, USC
  • Includes an appeals process

  • Complete address list supports a complete
    enumeration
  • Complete enumeration supports the fair
    distribution of federal and state formula grant
    money
  • Following Census 2000, 388 million in federal
    grants shifted to states with the biggest
    estimated population increases based on the
    census
