1
User Program Advisory Committee
  • Artie Bienenstock, Stanford, chair
  • Marty Blume, American Physical Society
  • Steve Harrison, Harvard
  • John Hill, Brookhaven
  • Denis McWhan, BNL (ret)
  • Dagmar Ringe, Brandeis
  • Jochen Schneider, DESY
  • Sunil Sinha, UCSD
  • Charge To advise the MIT Dean of Science on the
best approach to the development of a robust and
sustainable national user program to optimize the
incentives for participation and the inclusion of
    a diverse community.

2
User Program Development
  • Plan 10 (of a possible 30) beamlines in
    construction project
  • Principal users will lead beamline development
  • Peer Review process will select Principal Users
  • Plan to integrate Principal Users in project team
  • Include initial (10) beamline costs in project
    budget
  • Include beamline operations in facility operating
    budget
  • Question 1 What is the deal for Principal
    Users?
  • Question 2 What is the selection process?

3
User Program Development
  • Definitions
  • A beamline includes all output from a single
    undulator
  • A particular undulator could support many photon
    lines
  • The Deal
  • The Principal User accepts overall responsibility
    for beamline construction and operations
  • 50 of the total capacity of a beamline is
reserved for assignment to independently proposed
    research
  • The remaining time is at the direction of the
Principal User for research, maintenance and
    development

4
User Program Development
  • The Selection Process
  • The collaborators on the design study proposal
include five candidate Principal Users who will
    receive funding for a student and/or post-doc
  • The collaborators also include three possible
    candidates
  • Five open funding slots exist in the design
    study budget
  • Others solicited through outreach, workshops
  • Regardless of funding source, all candidate
Principal Users will undergo Peer Review to be
included as Principal Users in the construction
    Project Proposal

5
MIT Commitment to User Program
  • MIT will fund a series of early scientific
    workshops across the relevant fields
  • MIT will empanel and support distinguished
advisory committees to guide the science, and
technology, as well as user program development
    and project management
  • MIT is committing funds to hire additional
project staff in the immediate future in
technology areas such as x-ray optics/beamline
    design
