2Learning for Life
- Sheffield made a deliberate decision to invest in
expanding choice in the curriculum at KS4 through
vocational areas (broadly defined) so as to raise
achievement at 16, staying on rates at 16, and
achievement at 19. - Initial emphasis was on 14-16 but much recent
work on 16-19 and Foundation Degrees - Includes Young Apprenticeships

9Sheffield strategy for introducing the 11-19
reforms
- Capacity - Curriculum audit
- Collaboration Area Improvement Partnerships
- Workforce Development bid for first five
- IAG/CEG Prospectus/Apply Sheffield/LA contract
- Employer and other engagement Diploma delivery
groups and Sector strategy groups
10Costs of this strategy- delivery
- Costs of off site similar although greater
emphasis on employer engagement - But expect figure to be around 30 pspd
- Estimate 40 take up of diplomas
- So overall programme cost similar
11 Costs of this strategy - infrastructure
- Curriculum audit 1 deputy_at_each AIP
60 k - AIPs run themselves
- Workforce development External support
- Prospectus maintenance
50 k - Programme Mgt/central QA/contracting 200
k - Diploma delivery groups)
- Sector Strategy groups ) 0.5 post per line of
learning? - But short term at least increased cost
12Future issues
- Issues of transition for those with substantial
existing off site, and does funding of diplomas
off site eg NVQs - Will AIPs evolve into soft governance
federations? - How do Trust schools and academies bear on these
arguments? - Suite of qualifications so important that Young
apprenticeships and Reengagement is within the
same funding envelope for 14-16 - 14-19 progression and entitlement goes up to
level 2 at 19 some misgivings that all diploma
funding is not through one route
