Advancement Overview
  • Many factors influence advancements but the
greatest factor is targeted declining endstrength
  • Business Rules
  • Advance to vacancies determined by future work
requirements vice current requirements to avoid
over advancing as force levels from FY07 to FY09
    decrease.
  • Maintain healthy and competitive advancement
    opportunity now
  • Ensure we can support the manning requirements
    throughout the Fleet
  • Smooth advancement quotas from cycle to cycle in
each rating to get us out of saw tooth
    opportunity.
  • E4-E6 March 06 quota stats
  • Overall opportunity decreased from 21.55 to
    20.72 (-.83)
  • E6 decreased from 13.23 to 11.65 (-1.58)
    4,223 to 3,563 quotas (-660)
  • E5 increased from 17.17 to 19.80 (2.63) 7,126
    to 8,222 quotas (1,096)
  • E4 decreased from 36.32 to 32.26 (-4.06)
    10,997 to 8,822 quotas (-2,175)
  • E7 FY07 quota stats
  • Opportunity in FY07 is approximately equal to a
four year advancement opportunity average and
equal to advancement opportunity in FY04.
  • Decrease from 26.97 to 24.20 (-2.77) 5,298 to
    4,808 quotas(-490).

17
Advancement Challenges
  • ECMs use advancement exams to help shape
    inventory to target EPA
  • Target EPA changes can outpace the ability to
shape inventory on a single advancement cycle.
  • Can cause under-manning a paygrade
  • Can cause over-manning a paygrade
  • Target EPA may be above or below the execution
    years work requirement.
  • ECMs can advance to a quota outside the control
    with N13/CNP approval.
  • Existing Force shaping efforts are underway but
not yet reflected in target EPA can cause
    over/under advancing. Example FY08 Enterprise
    cuts, ONI cuts, ECR cuts

Combat Meritorious Advancement Program (CMAP)
  • Established April 2005 (NAVADMIN 077/054) to

    dean.cheves_at_navy.mil
  • demonstrated while engaged in or direct support
of combat operations. Advancement to E7 through
    E9 is not authorized.
  • CMAP applies to Active and Reserve Sailors,
permanently or temporarily assigned to a command
operating in a Combat Zone or Combat Support
    Zone.
  • Sailors must display exceptional leadership and
    performance in a combat environment.
  • Sailors must meet basic advancement eligibility
requirements with the exception of minimum Total
Active Federal Military Service and advancement
    examination participation.
  • COMUSNAVCENT, COMSPECWARCOM, COMUSMARCENT are
    approval authorities.
  • CNP has authority to advance all deserving
    Sailors.
