HOW DOES THEIEE 2 PROGRAMME WORK?
  • The IEE II programme runs from 2007-13
  • Annual work programmes are issued each year to
    define specific priorities and actions
  • This year applications for funding are submitted
    following the 2007 work programme and call for
    proposals

  • The IEEA and the Commission evaluate all
    proposals with the help of independent experts
  • The best proposals are selected and invited to
    prepare and sign a grant agreement
  • The project team carries out the project
    according to the agreed work plan
  • The IEEA monitors and supports the project, and
    helps spread its results

  • Start now ! It takes longer than you think !
  • With 75 support, competition may be stronger !!
  • Proposals should be very well presented (budget
    ?)

  • How will you measure your success during the

  • Who are you trying to influence / engage?
  • Which target groups do you want to address?
  • How have they been involved in the preparation of
    the proposal?
  • Which benefits will they have and how will you
    make sure that they will take the results
    forward?
  • Which Key Actors will you engage closely to the
    project implementation to facilitate access to
    the target groups?
  • Important How will they be actively engaged in
    the project itself?

  • Work Programme
  • You will propose a work programme, broken down in
    work packages ( major, logical project steps)
  • Number of work packages should match the
    complexity of your proposal (generally not more
    than 10)
  • Each work package contains overview, tasks,
    outputs and deliverables (2-3 pages each)
  • Important
  • Be specific on what exactly you propose to do and
    show your level of ambition in the outputs!
  • Do tasks / outputs match with efforts / budget
    and vice versa?
  • Do work package match with specific and strategic
    objectives are they designed to achieve them?
  • Do work packages reflect the engagement of target
    group(s)?

Choosing your partners(Managenergy Partner
Search)
  • Who will own, benefit from and take forward the
    project outcomes ? (eg architects, bankers,
    local policy makers, urban planners, utilities,
    ESCOs, social housing companies, installers)
  • How will key actors be engaged in your project
    ?
  • Form an effective multi-disciplinary team,
    involve SMEs
  • Are your partners committed ? What will each
    partner do?

Budget costs ?
  • No research or hardware costs
  • Realistic bottom up costing, mainly hours of work
  • Collaborative working between partners and
    countries not too much for one.
  • Sub-contract to specialised professionals, but
    partners should perform core activities
  • Reasonable budget for meetings and travel
  • Will your deliverables offer good value for money?

How will your proposal be evaluated?
  • Basic principles
  • Fair and equal treatment of all proposers
  • Based on the criteria announced in the Call
  • Confidentiality rules and independent evaluators
  • Three successive checks
  • Eligibility criteria (yes/no)
  • Selection criteria (yes/no)
  • Award criteria

Eligibility criteria
  • Proposals must fulfil the submission conditions
  • Coordinators must be legal persons from EU27 (
    to be confirmed Croatia, Norway, Iceland,
    Liechtenstein)
  • Number of project partners should be equal or
    above the minimum required (min. 3 for projects)
  • Scope of the action must fit with the priorities
  • Duration of the project is max. 36 months
  • In addition Partners must not be in one of
    situations listed in Article 93 (1) of the ECs
    Financial Regulation
  • Cannot be bankrupt or guilty of serious
    professional misconduct, or engaged in illegal
    activities, etc.
  • Partners must sign the standard declaration of
    the applicant

  • Applicants must show that they have the FINANCIAL
    capacity to complete the action (checked with
    balance sheets does not concern public
    organisations)

    capacity to complete the operation (based on CVs,
    description of organisation, previous contracts,
    etc.)
