PAISAS/MEXICAN NATIONALS Structure   1) One
inmate is elected to be main leader of
institution. 2) This selection is voted on by the
Paisa population as a whole and takes into
account traits like experience, reputation,
character, and leadership abilities. 3) Once
elected the leader appoints representatives for
each housing unit. This could be a representative
for each individual unit, or for each pod within
a unit. This is at the discretion of the elected
leader. The leader may demote and replace a
representative at any time without discussion or
vote. 4) In a situation where the leader is
transferred, released, or deemed ineffective by
the group, a new leader is elected. The newly
elected leader may keep the current
representatives, or replace some or replace some
or all of them without question.

THE RULES OF THE PAISANO FROM MEXICO   Upon
arriving to this institution you will present
yourself to the person in charge of the unit who
will inform you of the rules that we have to
respect and how we have to behave so as to have a
good stay.   1. You will offer respect and you
will receive it in the same manner between us and
any other race, and especially from the person in
charge of the unit as well as from every
representative.   2. If you have a disagreement
with another person before taking it to the next
step, both sides should present themselves to the
"llavero" ( see below) to solve it and if not,
you should present yourself before the
representative who will have the last word.   3.
When having a disagreement with another gang or
race, you should not act on your own accord, the
"llavero" or representative must provide a
solution to the problem. (Don't cross the
lines)   4. It is not permitted to make a deal
or business with any gang and in case you do and
a problem arises the consequences will be on
you.   5. Among ourselves there is no
favoritism, regardless of position, or how much
money you have or if you have a lot of friends
the issue will be dealt with in the same manner
as with anybody else.   6. If a representative
or "llavero" of the unit is called by the
authorities one or two people must present
themselves with him to attest and to guarantee
what issue was discussed.   7. It is not
permitted to fight in the yard as agreed to by
all gangs and races so as not to affect this
privilege.   8. If you go to the hole due to an
injustice your representatives will speak on your
behalf to help you get out but if you go to the
hole due to your mistakes you will have to do the
time and it will be on you.   9. Don't be
taking and bringing rumors of which you are not
certain. If you have any doubts ask the person
in charge of your unit only he will inform you
correctly.     Remember Paisano, we are not a
gang, we find ourselves in this situation and we
must respect and help each other to overcome this
so don't cause problems.

  • Origin The Mexican Mafia (EME) was formed in the
    late 50s at Duel Vocational Center, a youthful
    offender facility in California, from an urban
    Los Angeles street gang.

    control of drug trafficking.
  • EME is the Federal Bureau of Prisons' most active
    gang, in terms of incident frequency rather than
    severity.

  • The Mexican flag symbols such as the eagle with a
    snake in conjunction with the initials "EME."

Surenos Usually have surenos outlined on their
chest, with other tattoos around it. Some have
sur 13 the 13 in either regular numbers or
roman numbers (The is either o their chest, arms,
legs any where on their torso.) Some have been
known to shave their head,have the number 13
tattooed on their head then let their hair grow
back. Those in the California system have kill
on site view of things, with other gangs. Odds
with Nortenos are that they are always at war,
but in Arizona, Texas and other systems they
usually bond together. This is to avenge them
from being used or and abused by other
inmates. The tattoos that they wear sometimes
show three of the digits of the area code that
they are from. Most of the members of this gang
are 4th and maybe even 5th generations.  Surenos
is one of the three divided factions of Raza
Unida ( The other two factions are Nortenos
and Originals.)

present time this group does not appear in the
New England region. Yet with the increase of
interstate transfer of prisoners, it will only be
a matter of time that they will pose a problem
within the correctional facilities and on the

MEXIKANEMI Translated, Mexikanemi means
"Free-Mexican."  This gang formed in the Texas
Department of Criminal Justice in 1984. After
forming, the group rapidly grew to become the
largest gang in the Texas system (numbers
reported only as "Mexican Mafia") and became
known for criminal activity to include extortion,
drugs and murder.  They state that they will
conduct any criminal activity that will benefit
their advancement including contract
assassinations. The Mexikanemi has a
constitution and is structured along paramilitary
lines with a President, Vice-President, General,
Lieutenants, Sergeants and Soldiers. A
Mexikanemi member must be prepared to give up his
life or to take the life of someone else at any

Recruitment/Initiation         Members are
Mexican-American/Hispanic inmates.         The
wives, girlfriends, and relatives of the EME are
held in extremely high regard due to their
support of          drug transactions, financial
activities, and mail-forwarding operations.    
    The EME is generally considered a "blood in,
blood out" organization. Criminal Activity 
       Sales of narcotics, murder, gang related
violence, extortion, escape, weapons violations
and assault.        The EME uses killing as a
means of discipline or gaining respect. EME
killings are extremely gruesome and
         calculated to establish fear and
intimidation. History               The
original Mexican Mafia (EME) was formed in the
Devel Vocational Institute of the California
Prison System in Tracy, CA. between 1957 - 1960.
Twenty Mexican Americans from East Los Angeles
formed the core of the gang and originally named
the California gang the "Mexikanemi Science
Temple of the Atzlan", a religious group that
worshipped an ancient pre-Hispanic creed
(cultural heritage). As the organization grew, it
rapidly changed into a criminal organization
involved in extortion, narcotics trafficking, and
murder both inside and outside the prison system
walls.         Between 1960 - 1967, the
California prison system became aware of the
Mexikanemi's criminal activity, broke the group
up and relocated them to different prisons.
Active recruitment continued by the Mexican
Mafia, as they are now called, and the gang
basically took control of the California prisons.
        In 1967, the Nuestra Familia prison gang
(which is comprised of inmates from the northern
rural areas of California) and the Texas
Syndicate (made up of inmates from Texas) formed
to defend themselves against the Mexican Mafia
(EME), the Aryan Brotherhood, and Black prison
gangs that existed in the California penal
system. Members of the Texas Syndicate migrated
back to Texas from California and were eventually
arrested and re-incarcerated in the Texas
Department of Correction.        
                Through the years, the EME has
attempted to establish itself as a legitimate
organization. They have been successful on a few
occasions in obtaining Feberal grants and using
some of these funds to further their criminal
activities.

  • Origin The TS originated in Folsom prison, in
    California in the early 70s.
  • It was established in direct response to the
    other California prison gangs (notably the Aryan
    Brotherhood and Mexican Mafia), which were
    attempting to prey on native Texas inmates.
  • Characteristics
  • Membership is rising nationally due to
    recruitment.
  • The TS now accepts members from Latin American
    countries such as Columbia, Cuba, and Mexico.
  • They have made attempts to recruit in the Florida
    Department of Corrections.
  • A TS member is called a "Carnal."
  • A group of members is called "Carnales."
  • A TS recruit is called a "Cardinal."
  • The institutional leader is called the
    "Chairman."
  • Identifiers/Symbols
  • They have tattoos with a "TS" located somewhere
    in the design sometimes requires close scrutiny.
  • The tattoos are generally located on the back of
    the forearm, but they have also been found on the
    outside calf areas, neck, and chest.

PRM/MEXICLES It was noticed that some of the
Mexican nationals were grouping up and running in
tight circles.  The origins are still vague but
they hang together for protection due to the fact
they are off-limits to being recruited by the
other gangs.  The HPL are the only ones that
actually have recruited a few of them.  The PRM
(Partido Revolucionario Mexicano) are said to be
the more cultured, dignified of the two and rumor
has it they are also aligned with the PRI
(Mexican Political Party).  The Mexicles are
those not good enough to join the PRM.  It is
hard to tell the difference between the two as
they write the same lingo and are pretty closely
knit.  They are very violent because of them not
wanting to be deported when they are released
from prison.  There are generals for the
different regions and are well organized.  The
PRM do have a tattoo but only a few have been
seen on offenders. They have been known to side
with the TS, Barrio Azteca and MM, depending upon
the unit and the situation.  They are rapidly
growing.

Los Mara Salvatrucha Began in El Salvador as a
result of civil war. Refugees fled to the US and
soon had connections to La Mara, a street gang in
El Salvador. As guerilla fighters, they were
know as Salvatruchas MS and achieved recognition
for their violence and sophistication

Activity  Arson, assault, auto thefts, burglary,
extortion, murder, sale of narcotics, and weapons
violations. History  The Raza Unida (RU)
formed with the Texas Department of Criminal
Justice in 1993 to combat the Mexikanemi within
the prison system. There were originally 82
members from the southern and valley areas of
Texas, with a few members from other cities. A
large group of RU members can now be found in
Dallas, Texas, with the gangs total membership
now numbering 285 members as of January 1998.
The RU is reported to have close ties with the
Texas Syndicate and HPL and is working on a peace
treaty with the Mexikanemi. The RU also have
close ties to three street gangs in the Corpus
Christy, Texas area - the Ruthless Gangsters, the
Ace of Spades, and the Chula Vista. The street
gangs are used to conduct the sales of narcotics
as well as other RU business, including "hits".
When the street gang members go into the jails or
prison system they are often recruited directly
into the RU.

Mexikanemi CRIMINAL ACTIVITY  Arson, assault,

HISTORY   The Barrio Azteca (BA) was
started in 1986 in the Coffield Unit of TDCJ by
five street gang members from El Paso, Texas. All
five had been members of the street gang X14. The
Barrio Azteca was formed to unite El Paso street
gang members who had been incarcerated in the
Texas Department of Criminal Justice (TDCJ). The
Barrio Azteca began with 35 members and consists
of over 1,000 members with most of them being
from West Texas, but members are now being found
in Arizona, California, Colorado, Illinois, New
Mexico and Mexico.     The Barrio Azteca have
always recruited heavily from street gangs,
mainly of street gang members locked down in the
county jails. A new member must be sponsored by a
Sergeant or above, with the sponsor being
responsible for teaching the recruit al BA rules.
A Captain must approve the new member before he
is accepted into the gang. Some of the more
favored street gangs include the Puro Barrio
Sandoval, Barrio Cantu Rifa, Varrio Hacienda
Heights, Colonel Street Locos, and Varrio
Northeast. Outside the jails, the street gangs
are used to traffic narcotics and conduct other
business for the BA. The Barrio Azteca collects a
10 tax on all of the street gang profits. At one
time, the BA were at war with three street gangs,
the Nasty Boys, White Fence, and Los Fatherless,
however this war was suspended due to another war
starting with the Texas Syndicate and Mexikanemi.
The Barrio Azteca finally signed an armistice
with the Mexikanemi on March 15, 1997 at the
Coffield Unit, with the armistice / treaty now
being extended and still in effect. As of August
1998, they are finalizing a full peace treaty
between  the two gangs.      The intent and
purpose of the Barrio Azteca is to protect and
control their local environment through illegal
activities. The Barrio Azteca has a very high
propensity for violence, with the BA being
responsible for 6 murders in the El Paso County
Jail (Texas) within an 18 month period.
 They are considered very violent and are the
only group to allow females to carry high rank
and to participate in gang activities.  
Many of their drawings are similar to the EME
because of the references to the Aztec religion
and characters.  Their membership remains low
because members must come from the El Paso or
West Texas region.  Members usually sport the
"EPT" tattoo.  They also use feathers to indicate
rank. One feather meaning sergeant, two feathers
meaning lieutenant and a full head dress meaning
general.

  • Origin The La Nuestra Familia (NF) originated in
    Soledad prison in California in the mid 60s. It
    was established to protect younger, rural,
    Mexican-American inmates from other inmates.
  • Characteristics
  • The NF was originally formed for protection
    purposes from the Mexican Mafia (EME).
  • The cultural and social differences between urban
    and rural Mexican Americans developed into a deep
    hatred between the EME and NF.
  • The struggle to gain power over other groups
    evolved into the NF's participation in criminal
    activities in an effort to control the
    introduction of contraband into the facilities.
  • There are separate organizational chains for
    street and prison segments.
  • Identifiers/Symbols
  • La Nuestra Familia members are known to wear
    identifying red rags (as does the Northern
    Structure).
  • NF members favor larger tattoos, often on the
    entire back.
  • Symbols include the initials NF, LNF, ENE, and F.
  • The number 14 for "N," the 14th lter in the
    alphabet stands for Norte or Northern California.
  • A sombrero with a dagger is a symbol commonly
    used by NF members.

Latin Kings
The Latin Kings are the oldest and largest
Hispanic gang in Chicago.  In the mid 1970s, this
gang originated in two Hispanic communities
within Chicago  South Chicago and the Humboldt
Park area.  Later, additional factions of this
gang developed in almost every Hispanic community
in Chicago.  Originally, this gang developed as a
traditional street gang.  Their main desire was
to protect their neighborhood or turf. 
Occasionally, they would do battle with rival
street gangs from other neighborhoods.  During
these battles, the Latin Kings developed a
reputation as a very violent street gang.  This
reputation is still with them today.   The
Almighty Latin King Nation (ALKN) started in the
New York City prison system at Rikers Island. 
They have grown from a prison gang into a street
gang in recent years.  Presently, the Latin Kings
are one of the fastest growing street gangs in
New York City they actively recruit young people
from the age of 8 and up.  Frequently, the
recruitment takes place within schools and is
directed to both males and females.  Factions of
this gang have spread throughout New York City
correctional facilities and are now a strong gang
within all five boroughs

weapons violations. History  The HPL (La
Hermandad de Pistoleros Latinos), which
translates to "Brotherhood of the Latin Gunman",
was founded in the Texas Department of Criminal
Justice (TDCJ) in the early 1980's. Membership in
the HPL is restricted to Hispanics, with many of
the members being from Mexico. The HPL also
accepts non-Mexican members who are of Latin
descent (Cuban, Puerto Rican, Venezuelans, etc.).
Females members are allowed into the gang, with
one current female member holding the rank of
Lieutenant within the gang.      The HPL were
initially very independent, with several peace
treaties in effect with various other prison
gangs. An alliance was formed in early 1985
between the HPL and the Mexikanemi when the
Mexikanemi was at war with the Texas Syndicate.
The HPL remained on the side of the EMI
(Mexikanemi) even after the conflict was over.
The Mexikanemi later began assaulting HPL
members, which broke the alliance. Due to
internal differences there was a split within the
HPL into two factions "Forty-fives" (taken from
one of the tattoos known to be favored by members
of the HPL), and 16/12's (which refers to the
16th and 12th letters of the alphabet - "PL" for
"Pistoleros Latinos").
