  • The ERC Rules of Practice and Procedures governs
    billing disputes arising from the
    relocation/installation of meters to EMC
  • (Article 1.3 of the Draft Rules)

Legal Basis
  • Article 11, par. 2 of the Magna Carta
  • Meters may be located in other areas based on
    justifiable reasons.

Rules address these concerns
  • Meter reading using digital photography/basket
    trucks and archiving of meter-reading pictures in
    case a consumer questions the correctness of the
    reading

  • Consumer/designated representative shall witness
    the monthly meter reading with the Barangay
    Chairman/his appointed constituent/appointed
    representative serves as default witness
  • DU to inform the customer/his representative on
    the conduct of meter reading 2 days prior to the
    scheduled reading date. The latter has the
    option to be present at the time of the meter
    reading

  • DU shall issue meter reading cards with monthly
    readings (net of line losses) to be filled up by
    the meter readers. The customer/his
    representative shall be furnished with the
    previous and present months reading including
    the pictures taken during the reading, if
    available.

    material to avoid electricity theft/tampering and
