  separate imperfectly competitive ones (scale
  economies and competition possible)
• Intra-EU Price dispersion more than explicable
  by transactions costs. Market segmentation by
  firms (Cf Cecchini)
• State aids law anything that makes conditions
  unlike for like firms but legal not economic
  logic. Tight rules good if stop waste of cash
  but bad if externalities ignored
