Resolved Issues - Planning

• How to handle Planning given its ubiquitous
  nature and still maintain mutual exclusivity
• Binned Planning exclusively in C2 and adjusted
  to JCA covers operational and general planning
  capabilities
• Strategy Management in Corporate Management
  Support covers Departmental short and long range
  strategy, policies, goals, objectives and
  requirements
• Most JCA decomposition teams have embraced this
  resolution by not including planning capabilities

• Net-Centric JCA evolved and tier 1 JCA definition
  changed to better reflect functional
  decomposition

  elements of the Joint Force and our mission
  partners through the full integration of
  collected information, awareness, knowledge,
  experience, and decision-making, enabled by
  secure access and distribution.

Open Issue - Influence JCA

• Influence JCA requires further refinement and
  proposes a new tier 1 definition
• The ability to convey information and conduct
  activities to affect the behavior, capabilities,
  will, attitudes, understanding, and/or
  perceptions of partner, competitor, or adversary
  leaders, military forces, or relevant populations
• Currently decomposed to tier 3 level
• Significant overlaps with other JCAs
• Requires crosswalk with other JCA teams to
  resolve seams prior to flag-level staffing

• BA / ISR senior leadership wants Planning
  Direction and Dissemination in the BA JCA
• Planning and Direction capabilities are two
  specific Command Control tier 2 JCAs
• Dissemination capabilities are covered in

Proposed Dissemination Resolution

• BA retains Dissemination to cover the movement of
  information and data within and among the
  National Intelligence channels
• NC retains Information Transport that includes
  responsibility for dissemination of processed
  intelligence horizontally across DoD
• Dissemination Definition
• J7 Delivery within national intelligence
  channels for unity of effort, transparency, and
  conversion of raw data/information from sensor to
  user among USG agencies and national partners
