    12 Reps 2 Reps from NGOs and 1 Rep from PLHIV
    Group
  • 1 PR in MoH from Round 1 to 6 3 PRs within MoH
    for Round 7 and 1 PR from NGO for Round 8 if
    successful

  • Membership is not yet well balanced Govt.
    agencies (11 but 15 in the real term), 9
    bilateral/multilateral agencies, and 5 NGOs/PLHIV
  • Steps Forward
  • CS constituency will review and strengthen its
    membership and increase the number of its reps
  • SC will strengthen its existing coordinating
    platforms so that diverse NGOs can work
    effectively together

  • NGOs are perceived by Government as not having
    the authority to take up the role of PR
  • Steps Forward
  • NGOs experience of GF opens up the possibility
    that NGOs can be in Position to share the role of
    PR in future rounds
  • Ensure that the NGO coordination mechanism is
    dynamic and able to prove its efficiency in
    responding to changing needs
