    people by ensuring the services we commission
    meet the standards of delivery set in Every
    Child Matters and National Service Framework for
    Children.

Four Tiers
  • Universal servicesTier 1A primary level of
    emotional and behavioural advice, intervention
    and support, and early identification of mental
    health problems, delivered by GPs, Health
    Visitors, School Nurses, Social Services,
    Teachers, Youth Offending Teams, Connextions,
    Voluntary agencies, etc.
  • Targeted ServicesTier 2A service provided by
    specialist individual professionals, including
    psychologists, paediatricians, psychiatrists,
    psychotherapists, community nurses and other
    therapists (working alongside workers in Tier 1)
    and offering training, consultation, outreach
    and/or assessment.
  • Specialist ServicesTier 3A specialised
    multi-disciplinary service for more severe,
    complex or persistent disorders. This involves
    the same professionals as in Tier 2, providing
    assessment, treatment and referral to Tier 4 as
    well as participating in research and development
    projects.
  • Tier 4Essential Tertiary services such as day
    units, highly specialised outpatient teams and
    in-patient units, who service a wider
    geographical area.
