Implementing a common vision locally
  • There is no single solution, different models
    will evolve to meet local needs
  • However
  • There is a London-wide vision with common, core
    characteristics
  • There are some known minimum standards
  • But there is flexibility within the model to
    enable local development within the London vision
  • The model will develop with local implementation
    not as a result of a mandate across London
  • To ensure the ambition of the model is not
    compromised, we should conduct a reasonableness
    test in relation to local interpretation of the
    core characteristics through implementation
