Title: Using CODES Linked Data to Expand an Existing State GIS System
1Using CODES Linked Data to Expand an Existing
State GIS System
- This presentation will probably involve audience
discussion, which will create action items. Use
PowerPoint to keep track of these action items
during your presentation - In Slide Show, click on the right mouse button
- Select Meeting Minder
- Select the Action Items tab
- Type in action items as they come up
- Click OK to dismiss this box
- This will automatically create an Action Item
slide at the end of your presentation with your
points entered.

- Computer Aided Dispatch
- Crash Data Analysis
- Vehicle Tracking (GPS)
- Road Inventory and Maintenance
3SC CODES Geographical Information System
- Goal GIS System That Maps Crash Locations to a
Point Location - Not Nearest Intersection
- Not to a Road Segment
- Secured Funding to Translate TIGER Base Map to
GPS Base Map - Pilot Project In Safe Communities
4Why Address-Geocoding?
- TIGER is the only statewide basemap available
- Links to Census Statistical Data are possible
- Addressing Geocoding Project built upon TIGER
- Up-to-date Road Names and Address Ranges for most
SC Counties
5Global Positioning System (GPS)
- Accurate Location Information
- Standardized Data Collection
- Cannot reliably link to Census Statistical Data
6GPS to TIGER Comparisonafter GIS Improvements
Topological relationships are maintained between
geographic features. Correct Census Block
Assignments are established.

15What Kind of Map Do I Need?
- What Information Do You Want the Viewer to Take
Home? - User/Customer Needs
- Grant Application/Evaluation
- Problem Identification
- Identifying Target Population/Problems
- Roadway Improvements
- Identify Way to Improve Allocation of Scare
Resources - Get Money
16Map Scalability Intended Use
- To assist in defining a problem, state
wide maps showing frequencies by areas - To assist in locating a geographic area,
maps of the target area showing crashes to the
nearest intersection - To develop interventions for primary
prevention activities, maps of the target area to
the nearest intersection - To develop interventions for engineering
and enforcement, maps showing the exact location
of crashes

18The Issue/Type Of Decision
- South Carolina CODES data is an integral part of
Department of Public Safetys Grant process - Grantees are expected to use these data to define
problems, geographically locate problem areas,
develop interventions and use the data in the
grant evaluation. - Grants must address the Three Es,
enforcement, education and engineering. - An effect and efficient method of presenting
complex data is with the use of a geographic
representation of CODES data, i.e., maps.
