The treatment of hard drug addicts

• The use of heroine and LSD in the Netherlands
  starts in the early seventies
• Many specialised organizations and clinics
• A lot of different approaches, from drying out
  (kicking the habit) to harm reduction
• Not until 1996 a fusion of the two national
  organizations (Dutch Centre of Mental Health and
  Dutch Institute for Alcohol and Drugs) into the
  Trimbos Institute.

The development of psychiatry

• A fundamental discussion about psychiatry starts
  in the seventies (the anti-psychiatry)
• Conclusion most psychiatric patients must be
  treated at home (extramural versus intramural)
• In 1982 extramural treatment started by founding
  regional institutions (Regional Institute for
  Ambulant Mental Health, RIAGG)
• December 1992 establishment of a new law for
  psychiatric treatment to replace the old one of
  1884. As a rule psychiatric treatment takes only
  place on voluntary basis

• Since the early 2000 a personal addressed
  treatment for drug addicts
• About 1200 male drug addicts on police list
• Several region-oriented consultation group
• More than 80 persons involved
• 418 persons on the PGA 700 list
• Conclusions in January 2003
• Inefficient
• Ineffective
