2Aim of the project
- Identification and development of energy
efficiency (EE) and renewable energy sources
(RES) investment projects in non EU - CEI MS
Capacity Building with companies and technologies
from CEI-EU-MS - Exchange of know-how and experience between
CEI-EU-Member states and CEI-Non-EU-Member States
regarding Renewable Energy Sources (RES), Energy
Efficiency (EE), new Energy Technologies (ET) and
Sustainable Supply of Energy (SSE) encouraging
investment projects in Non-EU-MS of CEI countries - Involvement of international financing schemes
from IFIs and other multilateral and bilateral
donor programs (EU, EBRD, WB, GEF, BEEF, FREE,
REEEP, CEI funding instruments, ).
3CEI seminar Financing Instruments for Energy
Efficiency on November 5, 2004 in Vienna
- 83 participants from 16 CEI-MS
- A lot of financing possibilities of energy
efficiency (EE) or renewable energy source (RES)
are available - Joint-Implementation (JI) CDM programmes/carbon
financing, - national energy efficiency and nuclear
power-decommissioning funds with co-financing of
EE projects, - special credit lines of IFIs (i.e. EBRD, WB,
GEF), - financing instruments of commercial banks,
- revolving funds for EE (Slovenia, Bulgaria,
Romania), - ESCOs as well as
- guarantee instruments.
- To optimise the use of theses instruments for new
RES and EE investments a lot of activities are

4Objectives
- Enhance business planning skills by the means of
learning by doing in project development and
seminars and therefore - Increase the ability to attract financing and
will contribute in the ultimate stage to the
successful implementation of projected investment
measures. - It aims at developing at least one energy saving
and/or renewable energy project in each
participating CEI-MS until bankability, meaning
inherent viability of this project is secured. - Since EBRD has the highest share in financing
energy efficiency measures in those countries,
its application standard for financing will be
the ruler for project identification and outline,
to be specified according to national
requirements.
5Short-term goal
- Complete development of EE or RES investment
projects (target is at least one project per
participating CEI-MS) - that act as a model (best practice case) for
further similar activities and - the combined training of stakeholders in the
elaboration of sound financing and business
plans. - Additionally, it will assess the current
framework conditions and obstacles in the
participating CEI-MS for energy-efficiency and
renewable investments and funding and - disseminate those results among all CEI member
countries.

Czech Republic, Romania, Slovak Republic, and
Slovenia - Member of the European Energy Network, a network
with 21 energy agencies (7 of them from CEI
countries) - Involvement in several joint EU-cofinanced
projects with participants from CEI countries
(PROCHP, BEEP, FRAMES) - Organiser of a number of international
conferences, seminars and excursion with
participants from CEI countries - Cooperation activities with our 48 members of the
Austrian Energy Agency, some very active
companies in the CEI region as investors - Organiser of 5 so-called Austrian Energy Days
in Ukraine, Bulgaria, Romania, Czech Republic and
Slovenia - Editor of the enerCEE - Energy in Central and
Eastern Europe (CEE) Newsletter and energy
profiles of Central and Eastern European
countries http//www.energyagency.at/enercee/index
.htm with about 23,000 hits per months and 1,300
subscribers of the newsletter from 60 countries.
