Mainstreaming drylands is a systematic process
and culture to integrate drylands issues in
policies, laws and regulations, institutions,
technologies, standards, planning and budgeting
frameworks and programming and ensuring that they
continue to be part of the agenda in
implementation, monitoring, evaluation and
learning.

  • Emphasis on mainstreaming placed at the planning
    stage No strong evidence showing linkages with
    budgetary processes and implementation
  • In mainstreaming into MDGs three main
    challenges adequate planning framework costing
    methodology and integration into Medium Term
    Expenditure Frameworks (MTEF)
  • Need for champions to engage political will and
    push the process forward
  • Need for effective coordination at national
    level (not necessarily through the ministry of
    environment)
  • Beware that implementation is not only actions on
    the ground but also policies, institutional
    reforms, institutional strengthening
  • Private sector should not be left out
  • Ministries of Finance and Planning play a very
    essential role
  • Mainstreaming a process at national but also at
    local/district level
