What is NFPA 59A
  • Because 59A is a technically balanced, open
    consensus standard representing many disciplines
    associated with LNG and the public,
  • The focus of the Technical Committee is to keep
    this standard in the forefront of its field by
  • Maximizing reliability, which represents safety,
  • Improving design / liquid containment
  • These changes, together with better technology,
    will result in safer plants and better siting
    requirements.

NFPA 59A is a Living Code
  • Whats on the 59A horizon.
  • Risk based analysis a task group is working
    developing this concept.
  • It is based on philosophy developed for
    Integrity Management Plan for pipelines,
    recognizing this is a LNG Facility, not a
    49CFR192 pipeline.

  • Thermal Radiation Now Thermal Radiant Energy
  • A funded task group is reviewing radiant heat
    levels that have been cited in literature that
    has been the basis for all plant design.

  • Proposals and Comments represent two separate
    opportunities for ALL to update / change NFPA
    59A.
  • Public Proposal Comment Period Closes for the
    next edition of NFPA 59A on November 22, 2006.
  • Public Comment Period on these Proposals Closes
    on August 31, 2007

What is Coming
  • Vapor Dispersion
  • A funded research group has been formed to
    independently review existing vapor dispersion
    models.
  • Its work product will guide 49CFR 193 and NFPA
    59A

How to Change NFPA 59A
  • Proposed Changes Must Be Approved By Committee
    and Then Submitted To NFPA in Open Meeting Where
    Public Can Verbally Address Proposed Document
  • The technical committee has met to review all
    comments to proposed specification.
  • This review has to be balloted to committee.
  • Last minute revisions can be made to incorporate
    public comments based on committee review and
    approval.
  • NFPA has modified its public comments at the
    national meetings by introducing the NITMAM
  • Notice Intention To Make A Motion
