  • This Working Group has agreed timescales,
    certain procedures, and a work programme for the
    Group to ensure the CSCS in Surrey is as open as
    possible and the bidding process is fair.
  • The Group has published the Initial Expression
    of Interest Form.
  • Criteria for selecting initial bids to work up
    into full bids will be published shortly.
    However, the Briefing Paper (May 2004) and the
    Initial Expression of Interest Forms Guidance
    Notes give a very clear indication of what
    projects should be trying to achieve.
  • Recommendations for further and future
    development of the CSCS in Surrey will be
    published shortly.

  • Maximum 196,000 available every year for 3
    years.
  • Equates to approximately
  • 8 Full-time CSCs
  • 50 Part-time CSCs.
  • These must be in post no later than March 2006.
  • Flexibility around actual numbers, for example

  • Examples of what the Community Sports Coach can
    do
  •  
  • The Coach can work in one sport, or across a
    number of sports, in a certain geographical area
  • The Coach can work up to 25 in school curriculum
    time
  • The Coach must spend a minimum of 70-75 of their
    time coaching
  • Up to 25 of a coachs time can be spent
    mentoring other coaches, doing administration/spor
    ts development attending Continuous Professional
    Development (CPD) courses/workshops
  • The coach should be working with young people
    predominantly if, however, there is a need to
    work with adults to raise income and improve
    sustainability, this may be possible but would
    need to be agreed on a coach-by-coach basis.

    minutes to discuss your initial thoughts on the
    Scheme, including any ideas on what you could bid
    for.
  • Write down a rough idea about what each group
    member might be interested in bidding for as
    these can be linked with possible bids from the

  • Employing bodies will be expected to adopt and
    adhere to equitable recruitment practices,
    including consideration of where and how posts
    are advertised. The equity profile of Community
    Sports Coaches will be monitored, and those
    involved in the scheme will be expected to take
    positive steps to identify and reduce barriers to
    employment in coaching by under-represented
    groups over the period of the scheme. Key to
    this will be ensuring that other development
    initiatives targeted at the recruitment of people
    into coaching ensure fair representation based on
    local demographics to ensure that inequalities in
    the coaching workforce are addressed over time.

  • Fair representation of young people benefiting
    from coaching through the Community Sports Coach
    scheme, again based on local demographics, must
    be considered in the needs analysis and planning
    phase and reflected in the recruitment and
    deployment of coaches.

    Employment Agreement was drawn up and used for
    employment of all the coaches.

  • Surrey Childrens Fund (SCF)
  • Have set priorities around disabled children and
    children with emotional and behavioural problems.
    SCF commission organisations to deliver
    innovative services in line with Childrens Fund
    objectives i.e. reducing truancy, reducing health
    inequalities. A service (or project) would need
    to be targeted towards early intervention for
    clients from these groups to avoid poor outcomes.
    The DOT team has done some research on disabled
    stats in the county and this may be of use in
    analysing need and making a case for funding.

  • Sport Relief Surrey should have approximately
    75k to distribute through Surrey Community
    Action.
  •  Sportsmatch matching new sponsorship. Usually
    focus on youth coaching schemes.
  •  SCC Members Allowances (12,500/year x 76
    members) - raise awareness about bid and and make
    initial contact through SCC Local Directors.

  • Local Sports Councils usually small beer but
    may help rejuvenate LSCs by directing funding
    into local areas/clubs in need of coaching and
    involving them on project specific steering
    groups.
  •  Surrey Playing Fields Association has an
    interest in coaching, maybe interested in
    contributing to the scheme as a whole or
    individual projects.
  •  NOF Out of School Hours Learning Money
    available (approx 200k) for a further year in
    Surrey commencing in September. Would be hard to
    access this funding because of the timing.

  • Peter Harrison Foundation (PHF)
  • The PHF Opportunities Through Sport programme
    will support projects which
  • Provide a focus for skills development and
    confidence building through the medium of sport
  • Have a strong training and/or educational theme
  • Provide sporting and recreational equipment to
    disadvantaged or disabled people
  • Have a high degree of community involvement
  • Are run by end users of the projects and
  • Engage children or young people that may be at
    risk from crime, exclusion or addiction.
  • Eligibility might be hard as they only fund
    organisations who are registered charities or
    friendly or provident societies.

  • Cant use projected income from Year 1 as Year 1
    partner funding as it is not guaranteed.
  • However, any money earned in Year 1 can be used
    in Year 2, and so on.

  • Sustainability was also highlighted as a major
    issue with regard to funding.
  •  
  •          Establishing links with NGBs through
    whole sport plans would strengthen sustainability
    of CSCS.
  •          Links to other initiatives and the
    involvement of parents, teachers and volunteer
    coaches was crucial to the sustainability of
    activities locally. In Surrey this could be
    include C4T, SYCO programmes and NOF PE Sport.
  •          The CSCS running alongside other
    development programmes i.e. Community Club, SSCo
    schemes and other PESSCL programmes was seen as a
    positive way to enhance sustainability. In
    Surrey, this could involve Bishop Wand and
    Winston Churchill Sports Colleges and SSCo
    schemes. The emerging sports colleges could also
    be involved.
  •          Non-sector sports agencies such as New
    Deal and health funding was mentioned though no
    specific examples were given. In Surrey, some of
    the national schemes may well not be eligible as
    they are deprivation linked such as those from
    the Neighbourhood Renewal Unit i.e. New Deal,
    Community Empowerment Fund, Community Chest Fund.

  • Expressions of interest are invited from
    organisations which meet the criteria and are
    able to match the funding available from
    Government (DCMS) to employ Community Sports
    Coaches. Applications will then be made by SSP
    to the south east Sport England offices, with
    funding decisions made by the south east Regional
    Sports Board.
