1
Funding and other resources HEEM
experiences Peter Maassen NSB Developing
joint programmes and degrees in Nordic and
Baltic countries 13-14 December 2007 Tampere
2
Starting-point Political context (especially
at European level) wants joint degree
programmes Common element in supra-national
and intergovernmental European agreements Joint
degree programmes are an important means
for achieving central Lisbon and Bologna
(Prague/Berlin/Bergen) aims
3
Bologna process 2002 EUA study on joint
degrees (funded by EU) Development of joint
degrees claimed to be of relevance for
achieving Bologna objectives, because of
effects on 1. Quality 2. Recognition 3.
Transparency of systems 4. Mobility 5.
Convergence 6. Employability 7. European
dimension 8. Attractiveness of European HE
4
Berlin Communiqué (2003) the necessity of
ensuring a substantial period of study abroad in
joint degree programmes as well as proper
provision for linguistic diversity and language
learning, so that students may achieve their full
potential for European identity, citizenship and
employability Berlin Communiqué Ministers
agree to engage at the national level to remove
legal obstacles to the establishment
and recognition of such degrees and to actively
support the development and adequately quality
assurance of integrated curricula leading to
joint degrees
5
Bergen Communiqué (2005) We express support
for the subsidiary texts to the Lisbon
Recognition Convention and call upon all national
authorities and other stakeholders to recognise
joint degrees awarded in two or more countries in
the EHEA. Bergen Communiqué List of
priorities in preparation for London 2007
includes Stocktaking of the awarding
and recognition of joint degrees, including at
the doctoral level London Communiqué (2007)
This includes encouraging a significant increase
in the number of joint programmes and flexible
curricula
6
Important conclusion reached at Lisbon 2000
summit Attractiveness of European HE for
non-European students (and academic staff) has
to be increased
7
Situation in 2002 with respect to joint
degrees Political rhetoric linked to Bologna
Process positive, but HEIs slow to follow,
amongst other things, because of financial and
legal realities. Bologna, as an
intergovernmental process, could/did not give the
joint degree push in HE practice. Had to come
from Lisbon/EU, i.e. from a supra-national initiat
ive/agreement Erasmus Mundus
8
  • EU Programme Erasmus Mundus
  • Initiated July 2002 launched Spring 2004
  • Overall aim Improve quality of HE in Europe
  • through promoting joint degree programmes
  • 2. Promote intercultural understanding through
  • cooperation with third countries

9
Erasmus Mundus Integration of Bologna and
Lisbon Agendas implies Shift in joint degree
programmes from intra-European, bilateral
focus (two HEIs) to focus on third
country students and multi-lateral cooperation
structures (at least three HEIs)

Basic funding three involved HEEM
universities Finland Degree funding Norway
Funding of credit points Portugal Funding
through tuition fees
16
Starting-point of EU funding of EM
programmes European Commission is not allowed
to fund regular (education) activities of member
states with more than 5000 annually.
17
  • Extra activities/costs
  • - Coordination (UiO)
  • - Board (UiO, UTa, UA)
  • - Joint and separate support facilities (UiO,
    UTa, UA)
  • - Introductory seminar (UiO, UTa)
  • - Quality assessment (UiO, UTa, UA)
  • - Guest lecturers from within Europe (UTa, UA)
  • - Student and administrative handbooks (UiO,
    UTa, UA)
  • - Scholarships for European students
  • Assessment of extra costs 150,000 - 200,000
    per year

18
Assumption HEEM regular national income
enough to cover regular administrative and
academic HEEM costs of Universities of Oslo and
Tampere Question How are the regular HEEM
costs of University of Aveiro plus extra costs
of HEEM Consortium going to be funded?
19
  • HEEM Erasmus Mundus Income 2004-2009
  • Student scholarships 3,780,000
  • Visiting professor scholarships 195,000
  • Administrative support 75,000
  • Total 4,050,000

20
  • Conclusion annual deficit of 75,000 to
    125,000
  • Solution Norway Finland None
  • Solution Erasmus Mundus Programme Tuition fees

21
  • Nature of student scholarship ( 21,000 per
    year)
  • Annually 16,000 (10 x 1,600 basic scholarship)
plus 5,000 (travel and tuition fees costs)
  • Commission expects EM programmes to charge
tuition fees in order to cover the extra costs
therefore scholarship was topped up with
    5,000.
  • But it is of course up to the EM programmes to
    decide
  • whether they want to charge tuition fees and if
    so, at what level.

22
  • Decision of HEEM Board
  • Annual Tuition fees of 3,500 for non-European
    students
  • Annual Tuition fees of 1,000 for European
    students
  • Covers
  • - Institutional fees at Aveiro, Tampere, and
    Oslo
  • - Funding of extra HEEM costs at Tampere and
Oslo that are not directly education related
  • - Funding of all joint costs (incl. Board
    meetings)
  • - Funding of all extra costs at Aveiro

23
  • Two funding alternatives for joint degree
    programmes extra costs
  • 1. Tuition fees/student contributions
  • 2. Earmarked funding from national Ministry or
    institution.
