This Call for Proposals aims to address three of
the four areas of intervention of the e Learning
Programme
  • Promoting digital literacy
  • European virtual campuses
  • Transversal actions
  • The fourth area of intervention, e-twinning of
    schools in Europe and promotion of teachers'
    training, will be the subject of separate calls.
  • The duration of each proposal will be between 12
    and 24 months.
  • Closing date for submission 28 June 2004.

Eligibility of applicants
  • The co-ordinating/promoting institution and the
    other organisations involved must possess a legal
    identity.
  • Both the co-ordinating/promoting organisation and
    the partner organisations must be established in
    one of the following states one of the 25 EU
    Member States, Iceland, Liechtenstein or Norway.

1st Action Line Promoting Digital Literacy
Action in this field must cover both conceptual
and practical issues. Digital literacy is one of
the essential skills and competencies needed to
take an active part in the knowledge society and
the new media culture. Digital literacy also
relates to media literacy and social competence,
as they have in common objectives such as active
citizenship and the responsible use of ICT.

  • Actions in this area will address the
    contribution of ICT in school and more broadly in
    a lifelong learning context, in particular for
    those who, owing to their geographical location,
    social situation or special needs, do not have
    easy access to those technologies.
  • The objective is to identify good examples and
    build synergies between the many national and
    European activities, which address these target
    groups.

    literacy

  • Exploring the use of engaging and motivating
    approaches

  • Expected average size of projects is 200 000 ,
    with a minimum of 100 000 and a maximum of 300
    000

Objective Providing an "eLearning dimension" to
European initiatives in the field of Higher
Education, contributing to the creation of a
European Area of Higher Education. Projects may
address three specific objectives

  • Developing existing Community instruments for
    European co-operation and building on what exist
    under Erasmus, such as mobility schemes and ECTS,
    and paving the way to the next generation of
    European programmes
  • 2. Setting up the favourable conditions for
    European universities to work together for
    developing sustained public services and to
    compete worldwide with respect to an e-learning
    higher education market

Specific objectives 3. Upgrading the ability
of any European University to develop its
know-how in this domain so it may effectively use
ICT for learning and for answering current and
future challenges.

  • Virtual mobility, as a complement to physical
    mobility or building upon the specific potential
    of distance education
  • Development of learning support services for
    all those involved in higher education
  • Build upon successful ventures at European,
    national or regional levels, to foster European
    partnerships and trans-European deployment
    strategies for virtual campuses.

  • Proposals will be evaluated by external

    following issues should then be closely
    considered in the selection process
  • Ways in which organisational issues are
    tackled, taking into account the differences
    between universities
  • Long term educational vision and planning, with
    respect to deployment and sustainability, with a
    special emphasis on mutual recognition and
    accreditation mechanisms
  • Evaluation framework in order to better
    understand the conditions for success or failure,
    and approaches to overcome obstacles to change

Objective
This action should facilitate schools twinning
via the Internet, and promote teachers training,
while stimulating European schools to build
pedagogical partnerships with schools elsewhere
in Europe, fostering language learning and
intercultural dialogue. The action will address
primary and secondary schools.

    initiatives

  • identification of good demonstration projects on
    the use of educational multimedia for supporting
    school twinning
  • case studies, evaluation materials and other
    useful material for teachers

    classrooms, multidisciplinary approaches or
    sharing of teaching tools and resources

eTwinning support network This network
would be formed by teachers or educators with
experience in the area of European cooperation.
It will provide pedagogical support and guidance
tools and services for partner search methods
for exchange of experience as well as an Internet
hub, based on existing websites, for the twinning
action

  • Support for cooperation networks in the
    field of in-service training of teachers and of
    other educational staff on the pedagogical use of
    ICT
  • based on institutions responsible for teacher
    training
  • focussed on the priority areas of cooperation

  • fostering innovative cooperation methods,
    exchange of educational resources and approaches,
    and joint development of training materials

Promotion and communication actions.
The success of the initiative depends on a
dynamic communication action, anchored in the
website, and including, inter alia, design of an
attractive visual image, publications, press
releases, preparation of fact-sheets on schools
projects, launching and closing events,
competitions and awards.

Support networks General approach
Support networks will be the object of a
convention between the Commission and Member
States. They will be built on one of the existing
models for Community programmes.

Objectives Actions in this area will address
the promotion of e-learning in Europe, building
on the monitoring of the eLearning Action Plan.
The objectives are the dissemination, promotion
and transfer of good and innovative practices and
results from the projects and programmes and to
reinforce cooperation between the various actors
involved, in particular by fostering
public-private partnerships.
