- In order to improve the economic achievement
potential and labour market situation in the
Süderelbe region, which is comprised of - The counties Stade, Harburg and Lüneburg (Lower
Saxony) - The district Hamburg-Harburg (Hamburg),
- the following services are to be provided
- Review of conditions in the Süderelbe Region
- Formulation of a sector-oriented economic growth
concept that is composed of individual projects - Development of business plans for the projects

- Above-average growth of the population through
suburbanising until 2000 - Below-average level of productivity in comparison
to Germany - Above-average unemployment rates
- Below-average investment activity

- The economy is characterised by a number of
sectors without any major corporations with
headquarter functions -gt this makes cluster
solutions more difficult to come by - In the course of continued EU expansion and
increasing European integration and
globalisation, there is a large number of sectors
facing great pressure to adapt. - The qualification level of the employed residents
is below average thus creating additional
pressure to adapt - Heterogeneity of business structures makes the
formation of simple clusters difficult - Potential can be found especially in those
sectors which tie in regional strengths
logistics, aviation, mechanical engineering and
which show potential from an overall economic
perspective - Consolidate strengths in the sectors that are of
significance to Süderelbe, but are facing
high-level pressure to adapt chemical and
nutrition industries

- The Süderelbe Region is founding an organisation
whose purpose is focused on the sustainable
enhancement of the economic achievement promotion
of the interstate region Süderelbe. - With the establishment of this organisation, the
following advantages are achieved as compared to
the status quo - More efficiency in the economic development
promotion by avoiding parallel activities - Improved quality of economic development
promotion through the opportunity of
professionalising services in power units - Requirement for expanding and further developing
the sector cluster by incorporation a larger
number of companies - Improved opportunity to mobilise private forces
for economic development in the form of
shareholding in joint company stock and funding
projects (Public Private Partnership) - Easier planning and running of important projects
