Objectives of IAEA TC Strategy

Need for RCA Visibility / Viability
  • RCAs achievements and potentials are not
    properly recognized by regional and international
    communities, particularly by the development
    organizations
  • Requirement for cooperative projects in RCA
    region are increasing but insufficient fund

The Project (code ROK/06/001)
  • TITLE Mitigation of Coastal Impact of
    Natural Disasters like Tsunami Using Nuclear or
    Istotope-based Techniques
  • The purpose of this project is to produce the
    necessary and useful nalytical data on the
    post-tsunami environment impact by using advanced
    nuclear analytical techniques (NATs) and to share
    it with the concerned Member States to integrate
    into an environment management strategy for
    policy action

Significance of the UNDP Project
  • The tsunami in 2004 was the worst natural
    disaster the regions ever suffered
  • Means through which nuclear technology can
    contribute to relieving the residents of the pain
    in the environmentally affected areas
  • First RCA project initiated by RCARO (not by IAEA
    funds) through its partnership with UNDP(K) and
    MOST in Korea
  • RCA guidelines were revised to include the fast
    track mechanism in the case a donors process is
    different from IAEAs process
  • Regarded as a role model through which we can
    examine the usefulness and efficiency of the
    projects funded by organizations other than IAEA

Project Objectives (Components)
  • Using nuclear and isotopic analytical techniques,
  • To assess the level of toxic element
    contamination in the marine coastal ecosystem
    by studies of the trace element profile of
    coastal sediment samples,
  • To assist in providing safe drinking water and
    ensure sustainability of agriculture and fishery
    production in the tsunami-affected areas by
    assessing the impact of marine deposits in
    coastal agricultural areas,
  • To define the impact of tsunami-deposited
    sediment contaminants on the health and long-term
    viability of coral reefs and associated fisheries
    by looking at the impact of selected toxic
    elements in sediments on the health of coral
    reef.

Funding by UNDP(K) MOST
  • UNDP(K) decided to support the initiative with
    the understanding that the project
  • benefit the region
  • meet the MDGs
  • enhance its partnership with RCA
  • UNDP(K) accepted the proposal, however, granting
    only limited part of the necessary fund, and MOST
    in Korea is supporting the rest of the fund.

Impact of the UNDP Project
  • Identification of priorities for timely and
    cost-effective intervention to reduce or recover
    from the adverse impacts of the tsunami or other
    natural disasters
  • Increased capability for reliable measurement of
    contaminants, characterization of their transport
    and fate, and science-based health impact risk
    assessment
  • Generation of data and information on land-based
    sources of pollutants, which can guide the
    regulatory agencies in implementing control
    measures to protect health of the
    seafood-consuming public and the marine coastal
    environment.

    N 13.532 E 121.087 Depth 33km- Maginitude
    Mw 7.0- Comments At least seventy-eight
    people killed and 225 injured on Luzon and
    Mindoro. A local tsunami contributed to extensive
    damage (VII RF) in the Calapan and Puerto Galera
    areas. More than 797 houses destroyed and 3,288
    damaged on Mindoro. Seven houses destroyed at
    Batangas, Luzon. Liquefaction, sand boils and
    surface faulting occurred in the epicentral area.
    Felt (IV RF) at Batangas, Guinayangan, Manila and
    Tagaytay City (III RF) at Quezon City, Luzon.
    Also felt (II RF) on Masbate.

Performance Indicators

    be sought in order to convey the outcomes from
    the project so that necessary environment policy

Summary / Conclusions
  • The UNDP Project was a partnership initiative by
    RCA Regional Office.
  • In an effort to make beneficial use of nuclear
    techniques to the tsunami-stricken Member States,
    a plan with 3 objectives was launched with 3 year
    implementation.
  • Now on its full track, the UNDP Project is making
    its way forward to sampling, lab analyses, and
    data evaluation.
  • A meeting to review the Project progress is in
    preparation, with a plan for holding it in
    October 2007 in Phuket (THA).
