Why We Are Here
  • SecState and SecDef will
  • Develop a general framework for fully
    coordinating stabilization and reconstruction
    activities and military operations at all levels
    where appropriate.
  • Integrate stabilization and reconstruction
    contingency plans with military contingency plans
    when relevant and appropriate.
  • Executive Departments and Agencies will
  • Identify, develop, and provide to S/CRS
    information on capabilities and assets.
  • Designate senior USG officials as points of
    contact to participate in task forces, planning
    processes, exercises, training, after action
    reviews, and other essential tasks.
  • Make available personnel on a non-reimbursable
    basis to S/CRS and develop plans for additional
    personnel exchanges.
  • Identify and develop internal capabilities for
    planning, resourcing, and program management that
    can be mobilized in a crises.
  • Coordinate with S/CRS during budget formulation
    for relevant reconstruction stabilization
    activities.
  • Establish mechanisms to reassign or reemploy
    skilled personnel (including by contract) and
    mobilize associated resources rapidly in a crisis.

  • Purpose of the DOD Interagency Training
    Coordinator Working Group To improve US
    Government IA and Joint Force readiness by
    maximizing the benefit of participation in
    training, exercises, education and
    experimentation.
  • 1. To improve US Government readiness by
    maximizing the benefit of multi-agency
    participation in training, exercises, education
    and experimentation.
  • 2. Department of Defense strategic guidance will
    be the foundation for the DOD Interagency
    Training Coordinator Working Group.

Business Rules
2. Responsibilities
a. Combatant Command (COCOM)s (1) Participate
as voting member, (2) Identify and collate IA
requirements for education, training,
experimentation, and exercise events for their
commands. (3) Provide quarterly IA participation
report to J7. (TBD and new concept distributed)
b. United States Joint Forces Command
(USJFCOM) In addition to (a) above, publish
annually the Civilian Partnership and Training
Opportunity Catalog in order to provide
visibility on education, training, exercise, and
experimentation events to non-DOD agencies. c.
Services Participate as voting member, identify
and collate IA requirements for education,
training, experimentation, and exercise events
for their services. Provide quarterly IA
participation report to J7. d. Combat Support
Agencies (CSA) Participate as an advisory
member. e. National Guard Bureau (NGB) (1)
Participate as a voting member (2) Identify and
collate IA requirements for education, training,
experimentation, and exercise events for the
National Guard. (3) Provide quarterly IA
participation report to J7.

2. Responsibilities
f. Joint Staff J-7 (1) Chair the DOD
Interagency Training Coordinator Working Group.
(2) Organize, manage, and serve as the DOD
primary point of contact to US Government
Agencies for training, exercises, and
experimentation support. (3) Collate IA
participation requirements/opportunities and
present them to the Interagency Training
Coordinator Working Group. (4) Collate and
coordinate the civilian agency education,
training, exercises, and experimentation
requirement for DOD support. (5) Provide
quarterly IA participation report to Director,
Joint Staff. and Training, Education, Exercise,
and Experimentation (TEEE) Sub-PCC. (6) Identify
requirements for CEP and OSD Interagency
participation. g. Joint Staff J-5 Participate
as an advisory member. g. Joint Staff J-8
Participate as an advisory member. h. Office of
the Secretary of Defense for Policy (OSD-P)
Participate as an advisory member. i. Office of
the Secretary of Defense for Personnel and
Readiness (OSD-PR) Participate as an advisory
member. Deputy Under Secretary of Defense
Readiness co-chair the Executive Steering
Committee. j. Director, Joint Staff Co-chair
the Executive Steering Committee.

3. Process Cycle
The DOD Interagency Training Coordinator Working
Group will meet no less than quarterly leveraging
the Worldwide Joint Training and Scheduling
Conference in March and September, and Video
Telephone Conference (VTC) in June and December.
Events requiring out of cycle coordination will
be arranged as necessary. a. 1st Quarter
Collect Requirements for 2 yrs out. b. 2nd
Quarter - JS-J7 present IA requirements from
COCOMs, Services, CSAs, and NGB to Interagency
community. c. 3rd Quarter Develop DOD
Interagency Requirements Document. Present
Document to Executive Steering Committee.
(Adjudication if necessary) d. 4th Quarter
Refine plan for next 12 months. Collate and
publish plan for 13 24 months.

5. Resolution of Conflicts De-confliction of
competing requirements will be negotiated through
the DOD Interagency Training Coordinator Working
Group using the following procedures. (1) There
will be 15 voting members (10 COCOMs, 4 Services,
and NGB). (2) The DOD Interagency Training
Coordinator Working Group will resolve conflicts
through consensus. (3) When resolving a conflict
between two options, a straight vote will decide
the outcome. (4) When resolving a multi-option
conflict, the Delphi method will be used with the
lowest to highest criteria being used for
selection. (5) The DOD Interagency Requirements
Document will be developed to present to the
Executive Steering Committee. (6) Executive
Steering Committee Meet annually to resolve any
remaining conflicting requirements. Provide
annual guidance. (7) DJS Signs Business Rules

6. Requirements Submission Members will submit
requirements for their commands using form at
Enclosure 3. Submissions will be NLT one month
prior to the 1st Quarter VTC. 7. Reporting
COCOMs, Services, and NGB will provide a
quarterly report of IA participation in events to
the Joint Staff J7. The Joint Staff J7 will
submit a quarterly report to the DJS and the TEEE
Sub-PCC. 8. Revisions. Changes to these
Business Rules shall be approved by the DOD
Interagency Training Coordinator Working Group
and entered in enclosure 4.

9. Out of Cycle Requests (1) Cocoms, Services,
CSAs, and NGB submit requirements document to
J7(IAWG). (2) J7 submits out-of-cycle request to
interagency community for consideration. (3)
De-conflict through VTC as required.
