2Overall objective
- The main goal of the animal health component is
to provide support for prevention, control and
total eradication of High Pathogenic Avian
Influenza (HPAI) through - enhancing planning and coordination capability of
HPAI prevention in poultry population - Strengthening field disease surveillance and
laboratory diagnostic capacity - Strengthening HPAI outbreak containment plans.
- The project will enhance animal health planning
and coordination capability of State Veterinary
Department (SVD) for HPAI prevention and control.
Establishment or improvement of disease
surveillance and control plans are the key
component for early detection and prompt reaction
to incursion of the virus.

5Location
- The Technical Assistance under the Animal Health
Component will be managed by the FAO office in
Dushanbe. - SVD with the technical support from FAO will
establish a supervisory station in Pamir
(Badakhshan) near the SVD or provincial
laboratories. This station will supervise and
monitor the border areas for possible HPAI cases
or outbreaks. The Districts earmarked for
supervision are - Districts along the Chinese border (1) Morghab
- Districts along the Afghanistan border (13)
Ishkoshim, Darvoz, Vanj, Rushon, Shurobod,
Hamadoni, Farkhor, Panj, Qumsangir, Jilikul,
Qabodiyon, Shahrituz, and Nosiri khisrav - Big lakes and water reservoirs (wintering areas

7Coordination and Complementarities
- The FAO project team will actively liaise with
all project stakeholders and other implementing
Agencies, for example WHO and UNICEF, in order to
avoid duplication of efforts and ensure local
ownership of project activities. - Coordination of communication aspect of Avian
Flue project will be maintained with WHO and
UNICEF.
8Coordination and Complementarities
- Coordination of communication aspect of Avian
Flue project with WHO and UNICEF - A training workshop is decided to be conducted in
April 3-4 on communication and disseminating
information to the public. Total of 15 people
will be participating in the training - The participants will be nominated by the SVD,
Department of Ornithology, and Ministry of
Health - Presentation about Avian Flue will be given from
animal aspects by FAO, from Human aspects by WHO
and from communication aspects by UNICEF with the
technical support from FAO and WHO - A field visit and practice will be conducted in
the field with the public at the end of the
workshop.
9Coordination and Complementarities
- Coordination of communication aspect of Avian
Flue project with WHO and UNICEF - In addition, the project will coordinate with
other AI-related interventions implemented by FAO
in Tajikistan, including - Support to Animal Health Sector Project, funded
by SIDA - Transboundary Animal Disease Control in Central
Asia project, funded by the Italian Government,
and - Regional Network in Central Asia project, funded
by the Asian Development Bank and the Swedish
Government.
10FAO contribution to the Avian Influenza control
program
- FAO has been operational in Tajikistan since
1996 and has implemented several projects on
strengthening of veterinary service and
developing animal husbandry in Tajikistan. - The FAO implemented projects have contributed
significantly in control of zoonoses in
Tajikistan.
11Support to Animal Health Sector
- Several projects implemented in framework of the
programme Support to Animal Health Sector
(Veterinary Field Units - VFUs). - More than 500 veterinary specialists (VFUs) got
refresher courses, equipped with necessary tools,
transport means and made operational - 11 veterinary bases were established in regional
to support VFUs in providing supply of remedies,
vaccines and awareness about different
transboundary diseases especially human health
concern diseases like Avian Influenza,
brucellosis, rabies, anthrax, etc. - VFUs will play an important role in conduction
of awareness campaign, training and case
reporting of AI. This programme has also
measurably contributed in strengthening of
laboratory capacities in national and regional
levels and capacity building especially in AI
control.

13Support to Animal Health Sector
- National Brucellosis Control Programme (NBCP)
- FAO has been implementing the NBCP since 2004
- The main activities of on-going NBCP are mass
vaccination, training and awareness campaign in
rural areas - Implementation of NBCP started in 8 districts of
DRD region and further extended to 11 districts
of Khatlon regions - Veterinary specialist and laboratory staff in
NBCP target districts were trained in
implementation of zoonoses diseases control
methods, techniques and diagnosis

- National Brucellosis Control Programme (NBCP)
- Laboratory units in pilot district were largely
supported with equipment and needed items, which
will further support the AI control, case
reporting and early warning - In addition, human health workers were trained in
conduction of awareness campaign among
population - Qualification and experience of this staff will
be used in AI control in pilot districts - Veterinary staff involved in NBCP activities (290
vets in Khatlon and 108 vets in DRD region) will
contribute in control and early response to
outbreak of other disease as well as AI.

- Transboundary Animal Diseases (TAD) control in
Central Asia - Regional FAO project TAD is operational since
2004 - The Transboundary Animal Disease and other animal
health projects are directly involved with
outbreaks of Rinderpest, PPR, FMD and Avian
Influenza and other epizootic diseases in the
region. - These projects has contributed a lot in kind
sophisticated equipment like ELISA, veterinary
laboratories and clinical diagnostic instruments
to the Avian Influenza Project
17Transboundary Animal Diseases (TAD) control in
Central Asia
18Support to Animal Health Sector
- The above projects also contributed in training,
developing strategy, precautionary measures and
capacity building of State Veterinary Department
(SVD) as follows - International training conducted for 18 people in
Dushanbe (8 from Tajikistan and 10 from
neighboring countries) in ELISA test and
qualified for testing the samples - 4 SVD staff has been trained on PDS
(Participatory Diseases Surveillance) and
monitoring the different transboundary diseases
including Avian Flue in the border areas - International workshop conducted on Avian Flue in
Ankara and 2 staff of SVD trained - International workshop on transboundary diseases
conducted recently in Dushanbe on 26 March 2007. - More than 2,000 posters on Avian Flue has been
distributed to aware the people from the danger o
the disease.
19Field monitoring and sample collection
- Field investigation for Avian Flue had been
carried out in Shahrituz, Yovon, Vose, Jilikul,
Pamir and Districts of Direct Rule. -
- Samples were collected from backyard poultry and
wild birds. - The samples tested in FMD Institute for Avian
Flue were Negative. - Most of the chicken died from Newcastle disease.
- The veterinarians are aware of the problem and
the situation has been monitored by them in the
field.
20Timing
-
- The project will be implemented over a 36
months, activities indicated below for three
years are subject to project implementation and
mutual agreement between the Client and the UN
Agency.
21Present stage of negotiations and problems
-
- After a long negotiation and many meetings, the
project document on Avian Flue agreed by FAO HQ
for signature, however it is pending with PMU
since two weeks due to the non-compatibility with
Government administrative and legal framework.
