    facility constructed prior to 2004 will not and
    cannot be in total compliance with all aspects of
    current building standards and codes.

    saving lives, property, and avoidance of hazards?
  • FACT The reality for the majority of building
    owners is that constantly maintaining buildings
    to comply with every change in building codes or
    design standards is not an available option, nor
    is it even possible.

operation and maintenance.

Short term life-cycle commitment to Gym, 1950,
1955, 1990 campus construction This does not
require any expenditure of funds or effort by
Ballinger I.S.D. and that is, to do nothing.
This is the easiest approach and should be
considered only if the commitment to implementing
improvements is taken with the attitude of doing
as little as possible to, "just get by."

Long term life-cycle commitment to Gym, 1950,
1955 campus construction Circa 1938 Campus
Construction gymnasium has some minor historical
value due to age, construction type, and material
utilized. It is in average condition for a
building of more than 70 years. Except for
minimum life safety and/or handicap compliance
that the District may identify as appropriate,
any additional capital improvement investments
should be thoroughly evaluated with historical
restoration being an option for consideration.
Circa 1950-1955 Campus Construction appears to
have structurally sound exterior building
envelopes consisting of foundation, walls, roof,
and structure. Significant and major renovation
can be justified with an expected additional
life-cycle of 20 to 25 years.

Long term life-cycle commitment to 1990 campus
construction Circa 1990 Campus Construction
additions structural components are of low
budget construction but acceptable. Due to roof
construction using light weight structural
framing at the north wing with a pour gypsum deck
system, future roof deflection is inevitable
causing water ponding and roof leaks. Except
for life safety and/or handicap compliance that
the District may identify as appropriate, any
additional capital improvement investments should
be carefully considered.

Life Safety (building code standards) 1. Provide
fully compliant fire alarm system to include
audible/visual flashers at each classroom,
corridor, and occupied space (library,
administration, nurse, janitor, etc.). 2. At
1950-1955 and 1990 construction, replace existing
corridor doors with 20 minute fire rated doors,
hardware, and frames. 3. At 1950-1955
construction, enclose open transom ventilation
windows at corridor side of classrooms with fire
rated construction. 4. At 1990 construction,
install 90 minute fire-rated doors and frames
with closers and panic hardware at intersection
with 1950-1955 construction. Direction of
travel for emergency egress and door opening
shall be into 1950-1955 construction. Existing
corridors at 1990 construction shall not be used
as means of emergency exit from 1950- 1955
construction unless corridor walls and door
openings at 1990 construction are replaced with
fire-rated assemblies.

Design 12. The main entrance to the school is at
the 1955 construction and is undistinguishable
from other school entrances except the 1995
addition which overpowers all other entrances.
All schools should have a well defined main
entrance which visually directs the public where
to enter. Not only is a dominate main school
entrance convenient for the public, but also
offers enhance student security with all persons
entering at the schools administrative area.
13. Remove existing plywood covering at windows
and replace existing windows with new 1"
insulated glass window units 14. Provide
electrical power and technology upgrades at all
classrooms. An aesthetic solution to avoiding
exposed conduit is the construction of drywall
(metal studs with sheetrock) columns and/or
walls at conduit drops for power and technology
which will then provide a concealed and finished
appearance in the classroom. 15. Upgrade
existing vinyl wall covering and vinyl
composition tile flooring at Pre-K buildings
gang restrooms with ceramic tile. 16. Convert

Foundation There did not appear to be any visual
evidence of foundation settlement or failure at
any of the campus structures completed between
1971 and 1991. However, some masonry movement at
the exterior along the north walls of Classrooms
235-238" was observed as shown in the photographs
below.
There does not appear to be an visual evidence of
structural failure at any of the observed campus
load bearing walls or roof structures.

Mechanical The original 1971 construction and
the 1990 addition to the Junior - Senior High
School campus utilized packaged rooftop units
equipped with gas heating and DX cooling. In the
original 1971 building, the classroom areas were
served with multi-zone packaged rooftop units
with a common return air system at the corridor
utilizing an oversized return air grille at each
classroom corridor door (except at science labs
where return air is not transferred into the
corridor). This 1970's air conditioning design
using multi-zone HVAC units allowed for three to
four classrooms to be conditioned by supply air
ducts connected to a single packaged rooftop
unit. In the early 1990's the multi-zone type
units were replaced with single zone packaged
rooftop units for each individual classroom which
were then connected to the original air
conditioning supply ductwork. As a cost saving
measure, in lieu of new direct ducted return air
to each classrooms HVAC unit, the common return
air system into the corridor was maintained
through grilles located adjacent to each
classroom door.

Although there are deficiencies in both the 1971
and 1991 construction, the cost for correcting
these items will be a small percentage of the
cost for comparable new replacement construction.
Significant and major renovation can be
justified with an expected additional life-cycle
of 30 to 35 years. If implemented by Ballinger
I.S.D., the resulting Junior-Senior High School
Campus will be very close in many areas to the
equivalent of new construction at a fraction of
the cost. Comments and considerations
presented will be directed to achieving
modernization of the existing Junior-Senior High
School building to the greatest extent possible
to meet current building codes, educational
standards, handicap compliance, and functional
needs.
