3Obstacles and Needs
- During the last years there was a great
availability of geographic information,
especially thanks to the work of public sector
organisations. - But often it cannot be fully used because
quality spatial information is available only at
local or regional level, and is difficult to
transform it into seamless information.

- Moreover, dispersion or limited diffusion of
spatial data and products, in collaboration with
the lack of coordination among administrations,
citizens and private sector, produces a
fragmentary context, in which information
exchange is really difficult.

Spatial Data Infrastructure
SITAD
- It is necessary to harmonize local level
initiatives thus leading to a cross-border and
interoperable geographic data.

- SITAD, the Spatial Data Infrastructure set up by
Piedmont Region, makes it possible to share and
collect information on geographic and
environmental data, as well as products and
services existing in different format, creating a
regional framework.

SITAD is a regional SDI but it also implements
technological solutions and carries out many
initiatives which make it possible for the
Infrastructure to overcome the local dimension in
order to exchange data with other similar SDIs,
at national and international level.

WebGIS viewer of SITAD puts one geographical
layer on another, and provides a simplified
mechanism to connect applications regardless of
technology or location and they are based on
Standard protocols with universal support (WMS
protocol by OGC specifications).

Interoperability

SITAD has chosen to play an active role in the
national and international debate (in the
institutional forums) on harmonised spatial data
specifications and in general on arrangements for
the exchange of spatial data.

For SITAD it is particularly important to
implement the available local and regional best
practices experiences in GI interoperable
solutions and transfer them into coordinated
disseminations actions to be transferred and
spread across Europe.

In 2005 Regional Administration organised
promotional workshops about the use of SITAD, as
a direct support to municipalities. On 4 July
2006 there will be in Turin a workshop about

From now on SITAD will be regulated by a specific
and apposite set of regulations, which all the
subjects who enter and use SITAD have to accept

Thanks to the realization of a Thematic Network
and a Dissemination plan, it will be possible to
consider SITAD as a model of regional SDI which
can dialogue with other SDIs at different levels
in order to deliver cross-border information on
geographic data.
