• ERA the 3 objective To maintain the achieved
  level of services in the area of GÉANT and Grid
  infrastructures, to address the new issues
  referred above, to carry out the associated RD
  work, to ease the digital divide and extend
  global connectivity, it is estimated that an
  intervention of 600 million (budget should be
  doubled) is needed from 2006 to 2010.
• Improving the coordination of National Research
  Programmes The close coupling between European
  and national initiatives is of paramount
  importance. Currently the bottleneck hampering
  scientists to fully benefit from the services
  offered by eInfrastructures is at the
  university/campus level. It is vital to
  articulate Research funds with other National
  funds to ensure the development of coherent and
  strategic European policy on eInfrastructures. A
  better coordination of national research
  programmes is necessary for the creation of the
  ERA and avoid overlap and waste of funds.
• Taking full advantage of the complementarity with
  Structural Funds The better combination of
  regional/policy-driven and research funds is seen
  as an important development, specially in the
  journey towards the full integration of New
  Member States, Candidate Countries and Third
  European Countries (e.g. Western Balkans).
• ?echanisms like the ones used for the
  Trans-European Networks (TEN). TEN was
  successfully used to support Trans-European
  Networks of roads, pipelines etc. while its eTEN
  version was significantly less effective.
  Especially for NREN/GEANT/GRID infrastructures,
  the application of the TEN regulations may
  deprive a very dynamic and active community, from
  well established practices that made GEANT a
  global success story. It is of paramount
  importance to preserve the pre-normative nature
  of GEANT as a bleeding-edge electronic platform,
  if Europe wishes to consolidate its competitive
  advantage vis-a-vis the USA, Japan, China and
  Canada, which treat their equivalent Next
  Generation Internet initiatives as advanced
  research projects and not as common
  infrastructures.
