What is the linking ISSN?

• ISSN designated by ISSN the Network to enable

  versions of a CR

  versions
• Linking ISSN can be embedded in OpenURL, DOI,
  URN, etc. for interoperability, medium-neutral
  linking

How will the linking ISSN be designated?

• The first-assigned medium-specific ISSN
• All resources current, ceased, in one or more
  media versions will have an ISSN-L
• ISSN IC will designate retrospectiveISSN-L using
  776 links in ISSN Register
• Future designation either ISSN IC or willing
  national centers
• No separate record for ISSN-L

How will ISSN-L be included in MARC records?

• A separate field or subfield will be defined
• ISSN-L will be an additional element, separate

Why is ISSN-L the same as one of the
medium-specific ISSN?

• ISSN-L must have a label no matter which digits
  are used
• Once labelled, it does not matter whether the
  digits are the same or not
• Use of a range of ISSN would introduce meaning,
  violating a basic ISSN principle
• Use of existing ISSN means less change for some
  users and conservation of ISSN

How will ISSN-L be distributed?

• Via future ISSN data and look-up service now
  being studied
• Via the ISSN Register (through the Portal) as an
  element in all records
• Via ISSN national centers who will communicate it
  to ISSN requestors
• Printed on resources (recommended in the standard)

• Publishers will be given the appropriate ISSN-L
  at time of ISSN registration
• Publishers will be encouraged to print ISSN-L,
  clearly labelled
• Others (e.g., indexers such as NLM) might also
  print ISSN-L
• Education and PR will be needed!

How will ISSN-L work when publishers use a single
ISSN for all versions?

• ISSN assignment policy is now clarified
• Publishers are informed they must have separate
  ISSN
• Best practices to be promoted
• On ISSN international and national Web sites
• To publisher, AI organizations
• Via articles, conference presentations
• Even if publisher uses 1 ISSN, ISSN-L will still
  be assigned and will function the same

What happens to the ISSN-L when a major title
change occurs?

• Common case--all media versions change at the
  same time
• new medium-specific ISSN are assigned a new
  ISSN-L is designated
• Rarer case--one or more medium versions retains
  the old title
• the new medium-specific ISSN inherit the ISSN-L
  of the unchanged title or titles

  separately-tagged medium-specific ISSN

• To enable collocating functions, ISSN and

• ISSN ISSN-L will need to be present in OpenURL
  resolver knowledge bases

  that will answer the request
• Ideally, any ISSN associated with a resource
  (including ISSN-L) should lead a user to
  version(s) available to him or her
