19Why is ISSN-L the same as one of the
medium-specific ISSN?
- ISSN-L must have a label no matter which digits
are used - Once labelled, it does not matter whether the
digits are the same or not - Use of a range of ISSN would introduce meaning,
violating a basic ISSN principle - Use of existing ISSN means less change for some
users and conservation of ISSN

- Via future ISSN data and look-up service now
being studied - Via the ISSN Register (through the Portal) as an
element in all records - Via ISSN national centers who will communicate it

Principle Once a title has an ISSN-L, that
ISSN-L will not change any new or changed
medium versions inherit the ISSN-L of any
existing version.

separately-tagged medium-specific ISSN
designated ISSN-L - To enable collocating functions, ISSN and
