ILO HISTORICAL APPROACH TO WELFARE
  • 1936 welfare in ports Recommendation emphasis
    on protection from abuse (tuberculosis, alcohol,
    narcotics, sexually transmitted diseases)
  • 1970 Recommendation on welfare facilities and
    operations e.g. national/regional/port welfare
    boards, accommodation, recreation, information,
    security
  • 1987 Convention Recommendation on welfare (Nos.
    163 178) states to ensure welfare services
    provided ashore and necessary finance arranged

  • Purpose to ensure that seafarers . have access
    to shore-based facilities and services to secure
    their health and well-being
