robust small business is a vital resource to
Americas industrial base and each is a potential
contributor to fulfilling the Defense
Departments mission requirements. We will treat
the small business community as our partner in
successfully accomplishing our responsibilities
for responsively supporting our DoD customers
within the National Capitol Region. Our partners
will be treated with dignity and respect and a
true belief in their capabilities. By
communicating clearly, actively facilitating,
advocating, and providing positive guidance, we
will help small businesses pursue business
opportunities with the Defense Contracting
Command--Washington, the Army, and the Department
of Defense.

Legislative Background
1947-- A fair proportion of Federal purchases
and contracts (must) be placed with Small
Business (SB) concerns. (Armed Services
Procurement Act) 1953--Small Business
Administration (SBA) established to aid,
consult, assist, and protectthe interest of
Small Business concerns to ensure that a fair
proportion of the total purchasesbe placed with
small business. (Small Business
Act) 1978--Requires agencies to set small
business goals and report to Congress and
establish agency Small Business offices
establishes subcontracting plan requirement
reserves awards under 25K for small business
(Public Law 95-507)

1979--Women-Owned (Small) Business (WOSB) program
established (Executive Order 12138)   1987--Small
and Disadvantaged Business (SDB) program and
set-asides established also 5 SDB goal
and emphasized contracting with Historically

Institutions (HBCU/MI) (DoD Authorization
Act) 1988--Established 8(a) competition for
manufacturing actions over 5M and for services
over 3M--under these thresholds, can award
non-competitively to 8(a) (Business Opportunity
Development Reform Act)

financial incentives for large firms to mentor
SDB firms (civilian agencies have credit
program) (DoD Authorization Act)   1994--Automati

Act) 1995--Use of racial classifications for
federal affirmative action programs must meet
strict scrutiny test DoD suspends SDB
