• Troy Nagle, IEEE Neural Networks Committee Chair,
  appointed a committee to found the IEEE
  Transactions on Neural Networks. Robert Marks is
  Committee Chair.
• Troy Nagle then resigns. Robert Marks, as the
  Committee Secretary, becomes the Chair.

• The NNC and the INNS agreement for combining the
  ICNN and INNS Annual Meeting into the IJCNN.
• The IEEE Publications Committee approves the NNC
  proposal for the IEEE Transactions on Neural
  Networks.

• The IEEE Technical Activities Board (TAB)
  approves formation of the IEEE Neural Networks
  Council.

• The NNC Fellows Committee is appointed. Ed
  Posner (Cal Tech) is the first Chair.
• The NNC Standards Committee is appointed.
  Evangelia Micheli Tzanakou (Rutgers) is the first
  Chair.
• NNC Pioneer Award and TNN Best Paper Award
  approved. Brad Dickinson (Princeton) is the

• March First issue of The IEEE Transactions on
  Neural Networks. Herb Rauch at Lockheed is the
  first Editor-in-Chief. Thirty five full papers
  were submitted for the first issue. Ten were
