2
Overall goals
  • Become a prime agent in moving the telework
    agenda
  • from discussion and research to action and
    implementation
  • from mainly a supply-side issue to a demand-side
    imperative
  • by stimulating early and effective take-up of
telework and identifying and removing barriers
  • Broaden the vision and impact of telework to
    encompass both teletrade and telecooperation
  • all three are aspects of the same imperative the
urgent need for Europe to become competent in
    on-line, networked, location-independent working.

3
ETDs activities
  • concertation and clustering (GAT ACTS Telework
    Chain)
  • collaboration with complementary actions in ACTS,
    ESPRIT, TAP, TSER, etc.
  • dissemination and outreach linking ACTS to main
    communities of interest
  • awareness building within and outside the RTD
    community
  • collaboration with main actors, opinion formers
    and market leaders
  • at local/national and European levels and using a
    variety of communication mechanisms

4
Concertation, clustering collaboration
  • Telework integration
  • with ACTS GAT Chain, related chains, Horizontal
    Domain, etc.
  • with GAT results (including guidelines,
    animation, workshops, etc.)
  • with complementary projects DIPLOMAT, InfoWin,
FAIR, EPRI-WATCH, ACTSLINE, ETHOS, TWEURO, ECaTT,
    KITE, etc.
  • with other Programmes TAP, ESPRIT, TSER, etc.
  • with other DGs DGIII, DGV, DGXVI, structural
    funds, etc.
  • with preparation and development of 5FP/IST and
linking new methods of work to e-commerce and
    socio-economic research

5
Dissemination outreach
  • Impact on communities of interest
  • creation of market awareness and understanding,
    and stimulated on-going activities
  • focused support and market development with
    suppliers and user communities
  • creation of market models and up-to-date market
data (e.g. in cooperation with EITO, OECD,
    Eurostat, G8, telework associations, E-commerce
    Centres of Competence, etc.)
  • establishment and market development of the
    European Telework Agenda
  • support to and development of European Telework
    Week
  • establishment of a European Telework Market
    Development Programme

6
Communication mechanisms
  • External communications impact
  • implementation of effective outreach and internal
    communications programme
  • best-of-breed web-site http//www.eto.org.uk
  • network of related telework web-sites (28
    countries, 15 languages)
  • public media communications and marketing, e.g.
news and issues gathering service, ETHOS
    newsletter, press relations, workshops,
    conferences, etc.
  • on-line and off-line communications fora
  • web-site now the most comprehensive, frequently
visited and successful telework web-site in the
    world e.g. March 1999 191,775 hits
  • significant upgrading and expansion of on-line
    services, including user-driven events calendar
    and resources database

7
Local/national as well as European
  • Results in countries
  • ETDs network of National Coordinators and
    web-sites
  • complex but effective stimulation and
    partnerships
  • created through common learning and team building
  • differentiation throughout Europe depending of
    levels of understanding and need
  • wide-variety of in-country activities,
    initiatives and synergies
  • strong ETD presence where relevant
  • support given through clear messages,
on-the-ground assistance and linking to other
    countries and European networks
  • quality national inputs to the Status Reports on
European Telework and to European Telework Week

Future collaboration, clustering and
dissemination issues
  • cluster vertically or horizontally or both, e.g.
    by action line/main technology/target market
    audience/ socio-economic impact/policy issue,
    etc. (?)
  • whether and how to link NMW and E-commerce (
    knowledge management) in clustering (?)
  • synergies across DGs, 5FP, other European
instruments, main actors and the market (?)
  • ETD effectively ends June 99 -- earliest Key
Action 2 major support project contracted Sept 99
    (?), impact from early 2000 (?)
  • support to Telework Week 1999 and Telework Agenda
    (?)
  • erosion of networked communities of interest and
    national infrastructures(?)
  • sustainability of online programme (?)

11
Commissions role
  • recognise, encourage and support the need for
    clustering and dissemination by
  • building appropriate tasks into RTD project
    workplans
  • ensuring adequate resources assigned
  • ensuring relevant competence available (internal
    or external to project)
  • ensure support actions are complementary through
sound and flexible framework, but not mutually
    dependent
  • focus individual project monitoring much more on
    on-going results than administrative processes
(e.g. fewer but higher quality deliverables not
always reports but also activities, market
    results, etc.)
  • recognise that additional/changed tasks can have
    resource implications
