Anti-social Behaviour Unit
  • Located in Portsmouth City council Offices.
  • Made up of Manager, Housing caseworkers(4)
    Private sector caseworker,Police Officer, Legal
    administrators (2), Solicitor, CCTV manager and
    ABC coordinator
  • Co-located with Early Intervention team and PYOP

ASB definition
  • Anti social behaviour is defined in section 1(1)a
    of the Crime and Disorder Act 1998 as an
    individual acting in a manner that caused or was
    likely to cause harassment, alarm or distress to
    one or more persons not of the same household as
    him / herself.

    orders.

ASBOS
  • Stand Alone ASBOs
  • Referred through the monthly ASB Panel meeting

    court for ex-parte.

Post conviction ASBOs
  • Applied for by CPS normally at the request of
    the CPS although also achieved through
    prosecutions through Council legal services for
    noise nuisance etc.,
  • Monitored by units panel meeting and Police
    officer.

Premise Closure Orders
  • Police Action
  • Unit manage the process setting up the
    multi-agency meeting to agree a course of action.
  • Unit will take on the case management and
    prosecution of the crack house
  • Process in place for urgent actions.

Dispersal areas
  • Section 30 applies where a relevant officer has
    reasonable grounds for believing-
  • That any members of the public have been
    intimidated, harassed, alarmed or distressed as a
    result of the presence or behaviour of groups of
    two or more persons in public places in any
    locality in his Police area and
  • That the anti social behaviour is significant and
    persistent problem in the relevant area

Legal and Evidential Requirements Dispersal

  • Unit will manage the multi agency meeting and
    process- linking in with all appropriate agencies
    to discuss the application and decide on a course
    of action
