    documentation a four-year NCDP should be designed

NCDPs
  • Two matrixes were designed to be used in this
    type of CBP interventions.
  • 1st Matrix. Institutional Mission Institutional
    Missions provide for opportunities to hold
    meetings with policymakers and officials from the
    various agencies and units. Therefore the matrix
    addresses the various issues that should be
    discussed in such meetings and the type of
    recommendations intended to be part of the Final
    Report.

  • This matrix addresses the four different levels
    on which the NCDP should focus (government,
    agencies, units, and individuals) and describes
    the following issues for each of them
  • Major issues concerning capacity building and
    their linkage to performance indicators used in
    the HIPC CBP logframe.
  • Strategy-related recommendations to achieve the
    intended capacity building results.
  • Possible information sources for NCDP design.

  • 2nd Matrix. Meetings during National Workshops
    differ from those held during Institutional
    Missions.
  • Group technical work is emphasized and
    consequently it is not possible to schedule an
    intensive meeting agenda with government
    officials.
  • These meetings should be held simultaneously to
    the Workshop with the participation of senior
    officials. Therefore, the matrix for Workshops
    was designed as a questionnaire including a
    section where the relationship between the work
    of each technical group and the self-assessment
    questionnaire is defined.

  • The three following steps are recommended
  • 1- To forward all documents required as part of
    the preparatory package.
  • The RO should send all preliminary documents
    prior to the Workshop so as to give national
    authorities additional time for organization and
    information management.
  • Upon their perception of the works scope the
    authorities will find it easier to schedule
    meetings with the relevant agencies and compile
    the necessary documents or legislative provisions
    that will serve as background information.

  • 2- To include one additional presentation during
    the first day of the Workshop.
  • In National Workshops most part of the first day
    is currently devoted to presentations by national
    officials on the various issues that will be used
    as input by the technical groups. This proposal
    adds one presentation by government officials
    concerning capacity building issues. Thus,
    officials will be able to inform the participants
    on the existing capacity building program, its
    implementation progress, next planned steps, and
    any other issue to be included by the government.
    This presentation will be followed by a
    discussion between the participants and the
    officials involved.

  • 3- To include one additional day in the current
    Workshop agenda
  • In order to account for the technical work that
    preparing the national debt and new financing
    strategy represents for the coordinator, the
    support group, and the participants in the
    Workshop, it is suggested that meetings of the
    Workshop coordinator, the experts, and the senior
    officials be held simultaneously to the Workshop.
    Therefore, the inclusion of one additional day in
    National Workshops is suggested in order to have
    time enough to develop all the tasks pertaining
    to NCDP design.
