Streamlining Business Registration in
LGUsExperiences and Tools
  • The Handbook version 1
  • A handbook on good practices in Streamlining
    Business Registration in LGUs
  • Includes good practices found in 16 LGUs all over
    the country, supported by various devt. partners
  • Intended as a sourcebook for local chief
    executives and LGU officers in charge of issuing
    business permits and licenses
  • Intend to publish a new version of a handbook,
    together with DILG
  • To satisfy the high demand for it from LGUs
    specific needs are still to be determined
  • To include new experiences and to update
    existing ones to ensure accuracy
  • To include guidelines for implementation (tools
    and templates)
  • Complimentary activities to the handbook ,
    together with DILG
  • Monitoring system set in place to gauge the use
    and impact of the handbook
  • New advocacy approach to spreading Best Practices
    in LGUs e.g. Roadshow
  • Organize capacity building for LGUs

Next Steps
  • Revive the Consultative Body that was involved in
    the development of first handbook BSMED,
    DILG-BLGS, GTZ,CIDA, IFC, The Asia Foundation,
    League of Cities and League of Municipalities
  • To discuss content, selection criteria and
    possible complimentary activities
  • GTZ Research Fellow, to start on the Monitoring
    of the use and impact of the handbook version 1
  • Contract a company for content gathering
  • Contract another company for editing work
  • Re-print a second version by July 2008 (SME week)

Philippine Cities Competitiveness Ranking
Project (PCCRP)
  • The Philippine Cities Competitiveness Ranking
    Project, a biennial research project of the AIM
    Policy Center, measures the competitiveness of 90
    cities all over the country, based on
    quantitative and qualitative surveys
  • Cities are classified into three urban
    categories Highly Urbanized (Metro Cities), Mid-
    Sized Cities and Small- Sized Cities
  • It highlights the strengths and weaknesses of
    cities and makes policy recommendations
  • Data Gathering commenced last July and is
    expected to conclude on January 2008.
  • Conduct of Focus Group Discussions of the
    findings to be implemented per city assignment.
  • DBSR survey of 20 cities is being conducted
  • Joint GTZ IFC advocacy of final PCCRP and DBSR
    results to be made around April 2008
