3Program Overview
- Task Force Guardian (TFG) is completing its
mission of restoring Louisianas Hurricane
Protection System (HPS) to pre-Katrina level . - Significant additional work needs to be done to
upgrade the HPS so that it can provide the
designed level of protection. - Two new program initiatives will continue the
effort after TFG stands down - Hurricane Protection Office (HPO)
- Protection Restoration Office (PRO)
- Hurricane Protection System funding authorized in
the 3rd Supplemental Appropriations Act. - Additional funding is expected to be included in
the 4th Supplemental Appropriations Act.

floodgates at the Lake Pontchartrain ends of
outfall canals - Wetlands Restoration

11Lake Pontchatrain and Vicinity
- Located in St. Bernard, Orleans, Jefferson and
St. Charles Parishes, generally in the vicinity
of the city of New Orleans, and between the
Mississippi River and Lake Pontchartrain. - Project features include
- 17th Street Outfall Canal (Metairie Relief)
- East Jefferson Parish Lakefront
- Kenner Return Levee (including flood protection
at Louis Armstrong airport) - INHC Floodgates
- Permanent Pump Stations
12West Bank Vicinity (WBV) Project Features
13Westbank and Vicinity Project Features
- Located on the west bank of the Mississippi River
in the vicinity of New Orleans and in Jefferson,
Orleans and Plaquemines parishes. - Project will provide Hurricane Protection from
Lakes Cataouatche and Salvador, and waterways
leading to the Gulf of Mexico.
14Westbank and Vicinity Project Features
- Project features include
- 22 miles of earthen levee and 2 miles of
floodwalls extending from the Harvey Canal down
to the V-levee near the Jean Lafitte National
Historical Park and back up to the town of
Westwego - The Lake Cataouatche area eliminated the
west-side closure in Westwego, and added about 10
miles of levee and 2 miles of floodwalls to this
project. - The East of Harvey Canal area includes a sector
floodgate in the Harvey Canal just below Lapalco
Boulevard - 25 miles of levee and 5 miles of floodwalls,
including enlargement of the Federal levees along
the Algiers Canal.
