  • Complex domestic and international challenges
    require that the public sector continually adapts
    to changing circumstances
  • Since improving good governance is not a one-time
    exercise, but an open-ended process, innovation
    in governance is a must for all countries.
  • Public administration must innovate
  • its organizational structure, practices
  • its capacities, and
  • how it mobilizes, deploys and utilizes the
    human, material, information, technological and
    financial resources for service delivery
  • PA needs to be transformed into a learning
    organization that is able to explore and find new
    and better ways of achieving its mission.

  • Innovation is not an end in itself.
  • It is a means to improve public administration in
    order to enhance the quality of life for all
    citizens.
  • It is a way to solve a problem of public concern
    in a new and effective way.

  • Goal of the Programme for Innovation in
    Public Administration in the Mediterranean
    Region
  • Sharing and transferring knowledge on innovations
    in governance and public administration with a
    view to enhancing good governance for social and
    economic development.
  • It has for objective reinforcing the capacity of
    national governments in terms of institutions,
    human resources, technological adequacy and
    financial management, to better cope with
    emerging national, regional and international
    challenges, as well as to respond more
    effectively to citizens demands and needs.

    C.A.I.MED, Centre for Administrative Innovation
    in the Mediterranean Region, based in Naples,
    Italy.
  • It is made possible thanks to the support of the
    Government of Italy

    of most countries in the region
  • In that regard, and within the framework of the
    InnovMed programme we were able to document the
    experience and knowledge coming from the region.

  • Positive Effects of Innovation
  • First, it can help maximize the utilization of
    resources and capacities to create public value.
  • Second, by improving the services and therefore
    image of the public sector it can help
    governments improve their legitimacy and perform
    even better.
  • Third, innovation in governance can boost the
    pride of civil servants working in the public
    sector, as well as encourage a culture of
    excellence and continuous improvement.
    Innovations can have an inspirational capacity
    which builds a sense of the possible among public
    officials.
  • Fourth, although innovations are limited
    governance interventions or micro-level
    initiatives, they can produce a domino effect
