  security study
• Serve as a neutral forum and honest broker
• Bring together diverse stakeholders
• RRs, (multiple) state DOTs, MPOs, Ports,
  shippers
• Provide input into policy discussions by
  analyzing issues with respect to multi-state
  impacts/perspectives.
