Introduction

• Equivalent Offshore Quarantine Management Systems
• - Implemented to reduce severe contamination
  halt significant pest incursion events.
• EQ1 2005
• - MAF/Swire Shipping prototype a start but not
  ideal.
• EQ2 February June 2006
• - MAF/Swire re-developed the system as EQ2.

Biosecurity Risk and Containers

• Container contaminants pests (out/in)
• Foliage, ants/other insects (egg masses),
  reptiles, seeds (viable crop pest species),
  soil spiders.
• Other Threats ( stuck on/in FCL cargo)

EQ2 - Offshore Container Management

• EQ2 Cooperative Agreement - MAF/Swire
• - Located at Honiara (SIs), Lae Port Moresby
  (PNG). Contaminant thresholds (5 general 0.16
  for ants).
• - High container volumes imported many grossly
  contaminated (50 soil/residues/trash 17
  ANTS).
• - EQ1 not effective - contamination rates
  increasing.
• - Revision by MAF/Swire external consultants.
  EQ2 set up Feb - April 06 improved management in
  place. EQ2 trialed April June 06.

• Container Requirements
• - Containers checked at port gate grossly
  contaminated ones rejected.
• - 24 hour acceptance cut-off to prevent
  unprocessed containers being loaded on vessels.
• - All MTs cleaned in/out, FCLs cleaned outside
  only, sprayed with barrier spray and stickered
  (I.E.S.)
• - Processed containers stored in designated
  zones

EQ2 System Spray Protocols

• Preventing Container Re-infestation
• Spray cleaned container with barrier spray
  (Barflex) around skirts, door seals, air vents,
  and any other holes in container.
• Keep doors closed after cleaning.
• Tick S on sticker, mark sign and date when all
  three actions complete for each container
  (interior clean, exterior clean, residual spray).

EQ2 Strategic Baiting Programme

• Prevention of Container Re-infestation
• Containers stored securely. Baits applied (sugar
  protein) to zones buffer area (10 m out).
• One week after baits applied, insecticide (Ant
  Stop G) applied to zones/buffer reefer power
  boxes sprayed.
• Giant African Snail programme use where
  appropriate.
• 5 m buffer area around zones free of trash
  weeds.
• Ant baits re-applied monthly Ant Stop G also
  re-applied monthly, one week after application of
  ant bait.

• Once compliant after 3 months importation, leads

• Audits run every 6 months until they can be
  reduced.
• New agreement between MAF and 4 shipping
  companies for expansion into 3 new ports (Apia,
  NukuAlofa, Pago Pago)
