Workshop Objectives
  • Understand the role and responsibilities of
    Command and General Staff positions
  • Demonstrate the use of an Incident Action Plan
    (IAP)
  • Understand chain and unity of command
  • Demonstrate the use of a system to gather and
    track incident related information

ICS Workshop Description
  • This workshop, although Incident Command Center
    (ICC) based, is not designed to test the
    participants knowledge of ICC Operations
  • It is designed to practice Incident Command
    System (ICS) roles and improve understanding of
    ICS methods and procedures
  • This workshop will be conducted as a functional
    exercise using a general scenario of Point of
    Distribution (POD) operations in response to an
    outbreak of pandemic influenza
  • The key feature of this workshop will be the
    opportunity to receive hands-on, real-time
    instruction from Evaluators with ICS expertise

Unified Command
  • Incident Commander
  • Responsible for all activities and functions
    until delegated and assigned to staff
  • Public Information Officer
  • Serves as the conduit for information internal
    and external stakeholders
  • Liaison Officer
  • Serves as the primary contact for supporting
    agencies assisting at the incident
  • Safety Officer
  • Monitoring and assessing hazardous and unsafe
    situations and developing measures for assuring
    personal safety

Command General Staff
  • Operations Section
  • Conducts tactical operations to carry out the
    incident plan
  • Planning Section
  • Prepares and documents the Incident Action Plan
  • Logistics Section
  • Responsible for providing facilities, services,
    and materials for the incident response
  • Finance Administration Section
  • Responsible for all financial, administrative,
    and cost analysis aspects of the incident

During Exercise Play
  • When the workshop exercise begins
  • Injects will be phoned into the ICC from the
    Simulation Cell (SIMCELL)
  • Evaluators will be roaming the ICC to observe and
    analyze player actions
  • Evaluators can stop exercise play to coach
    players or provide instruction to the group

Safety
  • Because this workshop is being conducted in a
    fully functional ICC, real world emergencies take
    priority over workshop activities
  • Real World Emergency will be the designated
    phrase that indicates there is an emergency
    requiring immediate action
  • All workshop Controllers and Evaluators/Coaches
    will serve as safety observers during exercise
  • Safety problems should be reported to the ICC
    Lead Controller
  • All calls initiated as part of the workshop
    exercise must begin and end with the phrase
    This is an exercise
  • Calls to outside agencies/personnel are not to be
    made by participants as part of exercise play
    (Only Use Extensions Provided)

Artificialities
  • The following artificialities will detract from
    realism. Workshop planners, evaluators and
    participants accept these artificialities to
    accomplish the learning objectives. This ICS
    Workshop will not be played in real time. Some
    events may require time jumps or may be stopped
    by the ICS Workshop Evaluators to address
    learning objectives.
  • The following is a list of introduced
    artificialities
  • The geographical locations presented as part of
    workshop are ficticious
  • Interagency operations during the workshop
    scenario have been purposefully limited to
    maximize participant learning
  • Strategic National Stockpile (SNS) operations
    have been purposefully limited to maximize
