So what do we know?
  • By the end of this investment programme
  • - pupils in nursery will be 17 years of age
  • - pupils at the end of KS1 will be 21
  • - pupils in upper KS2 will be approaching 25
    and may well have already had a number of jobs
    and or a variety of training opportunities.
  • SO WHAT DO THEY NEED FROM A GOOD PRIMARY SCHOOL?

  • Enhance childrens well being, particularly at
    key transition points in their lives.
  • Every child ready for success at school with at
    least 90 developing well across all areas of FSP
    by age of 5.

So where are we now?
  • Positive profile of achievement in comparison to
    national and Statistical Neighbours at FS, KS1
    and KS2.
  • Significant success with closing the gap agenda
    at Foundation Stage.
  • Top 20 LAs in relation to pupils achieving
    expected level at KS1.
  • Well into top 50 LAs at KS2
  • Schools with the support of customised Staffs
    Primary Strategy have delivered best set of
    results 3 years running.

  • Leading Improvement using the Primary Framework

    numeracy for ALL our pupils
  • To increase the capacity of schools to deliver a
    broad and rich curriculum

    of the impact of our current offer on our

Barriers
  • Central control - APA RAG ratings
  • Ofsted too narrow
  • Tension between national top down and LA
    bottom up approach to target setting.
  • Move to single level testing could result in
    pupils being tested even more.
  • Schools Causing Concern/ Ofsted profile
  • More direct intervention from national.
  • Low funding levels for Shire LAs
  • Many of our children lack the language to
    explain their thinking and to express their
    emotions.
  • Many of our teachers and TAs are playing catch
    up!

  • This bid/strategy needs to relate to these
    changing national expectations expressed in the
    new PSA TARGETS for schools in 2011-
  • 78 of 11 year olds achieve L4 in both English
    and Maths
  • 92 make 2 levels progress in English KS1 to KS2

    term.
  • We need to design a vision that we can all sign
    up to that will impact on the learning offer for
    all children in schools that may not be directly
    touched by the Primary Capital funding.
  • Is it a slow burn OR does the programme need to
    be front loaded?
  • Freedom to inspire teachers and learners.
  • Explore the power of innovation.
  • Take risks!
